Cohen & Steers and DLC Management Acquire Royal Plaza Grocery-Anchored Shopping Center in Front Royal, Virginia
Cohen & Steers (NYSE: CNS) and DLC Management Management have acquired Royal Plaza, a grocery-anchored community shopping center in Front Royal, Virginia, through a joint venture, the firms announced Aug. 17, 2026. The transaction was executed through the Cohen & Steers Real Estate Opportunities Fund (REOF) and valued at $22.5 million, or approximately $90 per square foot.
Deal Overview
Royal Plaza spans approximately 248,816 square feet and sits at the southwest corner of U.S. Route 522 (Commerce Road) and John Marshall Highway/South Street — the primary commercial intersection in Front Royal, roughly 70 miles west of Washington, D.C. The center is 92% occupied and features multiple buildings with inline suites, anchor spaces, and outparcels housing banking and service retail tenants.
The acquisition aligns with Cohen & Steers' stated investment strategy of targeting highly occupied, income-generating shopping centers anchored by necessity-based retailers in growing, supply-constrained markets. DLC Management, headquartered in Elmsford, New York, serves as the vertically integrated operating partner in the joint venture, bringing its owner-operator platform — which includes construction and design capabilities through Renovo Construction and NWS Architects — to the partnership.

Royal Plaza is anchored by a Martin's grocery store that ranks as the second highest-performing location in the Martin's chain. The center is also shadow-anchored by Rural King, whose Front Royal store ranks as the retailer's top-performing location nationwide. Additional tenants at the property include Boost Mobile, Jennerations, Virginia ABC, Union Bank & Trust, BB&T (now Truist), Jackson Hewitt, and Custard Stand, among others.
The trade area extends well beyond Front Royal itself. Martin's draws grocery shoppers from within a 10-to-15-mile radius, while Rural King attracts customers from as far as 50 miles away. The 10-mile trade area surrounding the center includes approximately 50,000 residents, with annual population growth running above the U.S. average, according to CoStar data cited in the announcement.

"The anchor tenants at Royal Plaza generate exceptional traffic and tenant sales — each store is a top performer within their chain," Corl said. "This presents our partnership with a great opportunity to bring in top national retailers to optimize our merchandising mix and provide compelling cross-shopping to visitors who are typically driving many miles to our center."
