JLL Arranges $113M in Construction Financing and JV Equity for Chicago Office-to-Residential Conversion at 500 North Michigan Ave.

CHICAGO — JLL Capital Markets announced Sept. 21 that it arranged $113 million in construction financing and joint venture equity for the conversion of 500 North Michigan Avenue into a 320-unit residential community, the largest office-to-residential conversion currently underway in Chicago.

The capital stack includes a $71.5 million non-recourse construction loan provided by Santander Bank, N.A., and $41.8 million in joint venture equity placed with Washington Capital Management on behalf of one of its institutional clients. JLL arranged the financing on behalf of the project's sponsor, Commonwealth Development Partners, and its co-sponsor, Triangle Capital.

Deal Structure and Acquisition Basis

Commonwealth Development Partners and Triangle Capital acquired the 25-story office tower off-market in August 2025 for $5 million. The building totals approximately 322,000 square feet, placing the acquisition basis at roughly $15 to $16 per square foot on total building area. The total adaptive reuse budget for the project is approximately $162 million.

The residential conversion will deliver 253,024 rentable square feet comprising studios, one- and two-bedroom units, along with 60 garage parking spaces. Of the 320 total apartments, 64 will be designated as affordable units, representing 20 percent of the project's residential program.

Construction began in May 2026, with completion expected by March 2028.

Equity Partner and Lender Commentary

Washington Capital Management, an employee-owned investment advisory firm headquartered in Seattle, cited the project's sponsorship team, location, and adaptive reuse strategy as key factors in its decision to invest.

"This investment brings together an experienced sponsorship team, an irreplaceable location and a thoughtful adaptive reuse strategy that we believe is well positioned to meet long-term demand for high-quality housing in downtown Chicago," said Robin Dean of Washington Capital Management. "It also reflects our continued focus on identifying compelling real estate opportunities for our institutional clients, including projects that utilize union labor across the country."

Matthew Faris of Commonwealth Development Partners highlighted the project's location and Chicago's multifamily market conditions. "With a world class address in the heart of Chicago's Eds and Meds neighborhood the project is well positioned to take advantage of Chicago's nation leading rent growth," Faris said. "We're also proud to be delivering 320 units of much needed new housing to the city, including 64 affordable units."

The JLL Capital Markets Debt Advisory and Equity Placement team representing the borrower included Managing Director Chris Knight, Senior Analyst Ryan Planek, and Analyst Annie Thomas.

Incentive Structure Supports Project Economics

The project is structured to benefit from two public incentive programs. The development plans to utilize the Illinois Affordable Housing Special Assessment Program, which offers property tax relief for projects committing to an affordable housing component. With 64 affordable units, the project is structured to qualify for that assessment discount.

The project is also pursuing Federal Historic Tax Credits, which can cover up to 20 percent of qualified rehabilitation expenditures for income-producing historic buildings. Together, the dual incentive structure is designed to enhance project returns while preserving the architectural character of the Michigan Avenue building, which dates to 1967.

Washington Capital Management's emphasis on union labor use aligns the project with ESG-oriented mandates held by many institutional investors.

Location and Market Context

500 North Michigan Avenue sits in Chicago's Streeterville submarket, within blocks of Northwestern Memorial Hospital, Lurie Children's Hospital, and the University of Chicago Booth School of Business. The property is positioned along the Magnificent Mile retail corridor, providing proximity to 460 retail shops, 275 restaurants and bars, and cultural attractions.

Chicago's multifamily market has posted year-over-year rent growth of 6.5 percent, with citywide occupancy at 97 percent, while the urban construction pipeline remains at historically low levels. Within the Streeterville and River North submarket specifically, annual absorption has averaged 1,270 units since 2021 against only 725 units delivered per year.

Upon completion, the development will offer amenities including a rooftop pool and amenity deck, a fitness center with yoga room, co-working spaces, a multi-sport simulator, a theater, front desk concierge service, and ground-floor retail.

Commonwealth Development Partners, founded in 2017, has delivered more than $500 million and 1,500 units since inception, including $217 million in adaptive reuse projects with institutional partners. The firm currently has more than 1,200 units and $600 million in projects under construction or in pre-development. Triangle Capital, founded in 2009, has completed more than $3 billion in acquisitions across all asset classes throughout the United States.
