JLL Secures $39.95M Construction Loan, $30.49M Equity for Xebec's Black Creek Industrial Park Near Savannah

JLL Capital Markets has arranged $39.95 million in construction financing and $30.49 million in joint venture equity for Black Creek Commerce Center, a three-building Class A industrial development in Black Creek, Georgia, developer Xebec announced Aug. 12.

JLL worked on behalf of Xebec to secure the construction loan through Seacoast Bank and to place the joint venture equity with a private investment group. The combined capital stack totals approximately $70.44 million across the 687,890-square-foot project, which is scheduled to deliver in the third quarter of 2027.

Project Specifications and Site Details

Black Creek Commerce Center will comprise three rear-load buildings spanning 219,170, 284,580 and 184,140 square feet. The facilities are designed with 36-foot clear heights, Type II B construction, 50-foot-deep loading bays with 60-foot speed bays, 130-foot truck court depth, ESFR fire suppression systems and TPO roofing.

The site has direct access to U.S. Highway 80, providing connectivity to Interstate 16 and the broader Atlanta market. It sits 6.9 miles from Hyundai's Metaplant America facility and 28.3 miles from the Georgia Ports Authority's Garden City Terminal, which handled 5.7 million TEUs in fiscal year 2025. The project's location allows tenants to reach 80% of the U.S. population within a two-day drive. A labor pool of approximately 171,365 people lives within a 30-minute drive of the site.

Xebec also holds a right of first refusal on an adjacent 77-acre parcel for a potential Phase II through April 2027.

Positioning Around Hyundai and Port Demand

JLL and Xebec are positioning the project to serve Hyundai Metaplant suppliers and port-dependent logistics users. Bobby Norwood, a managing director at JLL who led the financing effort, pointed to conditions in the local submarket as a driver of the deal's rationale.

"Xebec's development addresses critical demand from automotive suppliers, retailers and logistics operators seeking high-quality industrial space in this thriving corridor," Norwood said. Brooks King, Xebec's senior vice president of the Southeastern Region, described the project as an extension of the company's strategy in the market.

The JLL Capital Markets team on the transaction was led by Managing Director Bobby Norwood and Senior Managing Director Mark Sixour, alongside Senior Managing Director Britton Burdette, Managing Director Jim Freeman, Vice President Kelsey Bawcombe and Associate Austin Smith.

Xebec is a private industrial logistics real estate development and management firm with a 35-year track record. Since inception, the company has acquired, developed, redeveloped or repositioned industrial and logistics projects totaling nearly 26.1 million square feet. The firm currently has 34 projects totaling approximately 11.4 million square feet in various stages of development. Black Creek Commerce Center represents Xebec's continued expansion in the Savannah market.

Market Context

The financing reflects continued lender and equity appetite for industrial development in Southeast logistics markets with port access and manufacturing demand drivers. The building format — rear-load construction with 36-foot clear heights and truck-intensive design — broadens the potential tenant pool to include suppliers, third-party logistics operators, distributors and manufacturers.
