RXR Appoints Gerard Norcia to Lead Residential Business, Promotes Whitney Arcaro to COO

•3 min read

RXR has appointed Gerard Norcia to lead its residential business unit and promoted Whitney Arcaro to chief operating officer of the platform. Norcia, who most recently served as chief executive officer of Olmstead Properties, joins RXR as executive vice president and head of residential.

Together, Norcia and Arcaro will help lead the next phase of growth for RXR's residential platform, which encompasses a $5 billion operating portfolio of more than 8,000 units, a 2,800-unit development pipeline, and more than $2 billion in structured residential transactions completed over the past 30 months.

Gerard Norcia Brings Two Decades of Industry Experience to RXR

Norcia brings more than 20 years of industry experience to the role. In addition to his tenure as CEO of Olmstead Properties, he previously held leadership roles at Southern Land Company and J.P. Morgan.

At RXR, Norcia will oversee investment, development, capital allocation, acquisitions, financing, asset management and dispositions across the firm's residential activities.

"It's not a 'one-size-fits-all' mentality at RXR. We're owners, we're operators, we're developers, and we want to try to find that unique angle or a unique way to step into a deal and create value for our investors," Norcia said.

Whitney Arcaro Promoted to Chief Operating Officer

Arcaro was promoted to chief operating officer of RXR's residential business. In that role, she will work with Norcia across investment, development, asset management and capital solutions.

The appointments were highlighted by Commercial Observer.

RXR Residential Platform: Portfolio and Growth Markets

RXR is targeting growth in its core New York-area markets and in metropolitan areas including Boston, Charlotte, Chicago, Dallas, Denver, Los Angeles, Miami, Philadelphia, Phoenix, Raleigh and Tampa.

The residential platform includes several distinct formats:

  • Veridia, a 1,100-acre master-planned, mixed-use community in Apex, North Carolina.
  • Arden at Garvies Point, a luxury rental development underway in Glen Cove, New York.
  • AVE Station House, a 301-unit residential community in Denver's RiNo Arts District.

The firm's stated emphasis includes transit-oriented, urban and suburban mixed-use development, as well as office-to-residential conversions.

Multifamily Market Backdrop

The leadership changes come as multifamily supply growth eases and demand improves. CBRE reported 167,500 units of net absorption in the second quarter of 2026, nearly twice first-quarter absorption, while the national vacancy rate fell 50 basis points to 4.3%. New deliveries declined 14% year over year to 77,700 units, and average monthly rent reached $2,257, up 1.5% quarter over quarter.

Northmarq reported that roughly 300,000 multifamily units were expected to be delivered nationally in 2026, down from approximately 430,000 units in 2025. Its second-quarter vacancy estimate was 5.7%, with average U.S. rents up 1.2% during the first half. The differing vacancy figures reflect variations in methodology and property coverage.

Cushman & Wakefield found that trailing four-quarter absorption of approximately 362,000 units exceeded deliveries of about 358,000 units, the first such occurrence since early 2022, and reported national asking-rent growth of 1.5% year over year. Arbor reported annual multifamily rent growth of 1.8% in July, with occupancy and lending conditions improving, while noting that performance varies by market.

Outlook for RXR's Residential Business

The appointments give RXR a dedicated leader for investment and strategy in its residential business, with Arcaro providing operating oversight. The platform's 2,800-unit development pipeline requires coordination across development, construction, leasing, stabilization and refinancing, while the markets where RXR is targeting growth differ in supply pipelines, financing conditions and operating performance.
