BRIDGE Housing Promotes Hallock Svensk to General Counsel

SAN FRANCISCO — BRIDGE Housing has promoted Hallock Svensk to General Counsel, the nonprofit affordable housing owner, developer, and manager announced Aug. 10, 2026.

In his new role, Svensk joins BRIDGE Housing's senior leadership team, where he will lead the organization's legal and compliance function and provide counsel across its real estate development, operations, and corporate activities. He first joined BRIDGE as Associate General Counsel, supporting the organization's real estate and business development platform.

Leadership Perspective

Ken Lombard, President and CEO of BRIDGE Housing, cited Svensk's track record within the organization as the basis for the promotion.

"Hallock has demonstrated the judgment, expertise and deep understanding of our business that are necessary to lead this important function," Lombard said. "We have great confidence in his ability to lead BRIDGE's legal function and support the organization as we continue to grow."

Svensk's Background

Before joining BRIDGE Housing, Svensk served as Associate General Counsel at Harrison Street, formerly known as Rockwood Capital, where he was primary transaction counsel for a diversified private equity real estate portfolio that spanned multifamily, office, retail, and industrial assets. Earlier in his career, he held senior legal positions at Public Storage and practiced real estate law at Paul Hastings LLP.

That combination of portfolio-level transaction work and operating-company legal experience is directly relevant to BRIDGE's dual role as both a developer and a long-term owner and operator of affordable housing.

BRIDGE Housing's Scale and Pipeline

Founded in 1983, BRIDGE Housing has participated in the creation of more than 23,000 affordable homes across California, Oregon, and Washington, with a total development cost of $6.8 billion. The organization's current portfolio stands at more than 15,500 apartments housing more than 35,000 residents, with an additional 8,000 units in its development and acquisition pipelines. The portfolio is valued at $5 billion.

The promotion comes as BRIDGE continues to expand its West Coast footprint. The organization's growing pipeline of development and acquisition activity increases the complexity of its legal, compliance, and transaction workload — factors that make strengthening internal legal infrastructure a practical operational step alongside continued portfolio growth.

Market Context

The move occurs against a broader multifamily market backdrop that has remained active. U.S. multifamily absorption outpaced completions for a second consecutive quarter in Q2 2026, with all 69 tracked markets posting gains. Affordable housing, which operates under more complex capital structures involving public-private partnerships, regulatory compliance requirements, and operating covenants, places particular demands on legal oversight as organizations scale.
