CBRE Investment Management Agrees to Acquire 437 Mid-Market Rental Homes in Amsterdam for ABP

CBRE Investment Management, on behalf of Dutch pension fund Stichting Pensioenfonds ABP, has agreed to acquire a residential development of 437 mid-market rental homes in Amsterdam from Orion Investment Partners, the firm announced on Sept. 30, 2026.

The scheme is located at Overschiestraat 182-188 in Schinkelkwartier, one of Amsterdam's largest urban regeneration projects. Construction is scheduled to start at the end of 2026.

The apartments will have an average floor area of approximately 52 square meters, implying roughly 22,724 square meters, or about 244,600 square feet, of residential space. The scheme also includes approximately 950 square meters of commercial space, 40 parking spaces and extensive bicycle parking in an underground garage.

According to CBRE Investment Management, the housing mix is designed to meet continued demand for affordable rental housing from first-time renters, young professionals, couples, families and smaller households in Amsterdam. All homes will be delivered in the mid-market rental segment.

The project is being developed by Orion Investment Partners and Boelens de Gruyter. OZ Architecten designed the scheme and BAM Wonen will construct it.

Schinkelkwartier Regeneration Area

Schinkelkwartier lies on the border of Amsterdam Nieuw-West and Amsterdam Zuid. Construction of the area's first residential complex began in April 2025. Over the coming years, the district is to change from a predominantly commercial area into a mixed-use neighborhood incorporating homes, workspaces and community amenities.

By 2045, the area is expected to accommodate approximately 11,000 homes, while commercial space is set to increase from approximately 700,000 square meters to 1 million square meters. Planned amenities include schools, sports facilities, retail and restaurants.

Sustainability Targets

The development is targeting an A+++ energy label at building level, BREEAM-NL In-Use Excellent certification and alignment with CRREM, the Carbon Risk Real Estate Monitor framework. Heating will be provided through an energy-efficient district heating system, with no fossil fuel combustion on site.

Market Context for Dutch Mid-Market Rental Housing

CBRE's 2026 Netherlands market outlook states that, with the risk-free rate around 3.2%, there is limited scope for further initial-yield compression. Returns are therefore expected to come primarily from rental income and rental growth rather than from rising property valuations. For regulated mid-market rental housing, the initial yield declined from 3.8% at the end of 2024 to 3.5% in 2026, reflecting strong institutional demand, particularly from investors pursuing social-impact and affordability strategies.

The outlook cites an Amsterdam vacancy rate of 10.3%. That figure is a broad residential-market measure and does not necessarily reflect stabilized vacancy for newly delivered, correctly priced mid-market units; other market sources report much lower vacancy for actively marketed private rentals.

The acquisition follows an April 2026 announcement by CBRE Investment Management and ABP of an affordable senior-housing strategy backed by an initial €350 million commitment and targeting approximately 1,000 senior homes, more than half of them affordable. That initiative brought the total investment volume of the parties' Dutch residential partnership to approximately €1.25 billion, representing more than 3,500 homes.

Because construction does not begin until late 2026, the project remains exposed to changes in labor costs, materials pricing, interest rates and permitting. Dutch rent regulation and affordability rules also affect income growth in the mid-market segment, and occupancy cannot be assessed until construction is complete and leasing begins.
