Global Student Accommodation and Cain Form Joint Venture for 561-Bed PBSA Real Estate Project in Rome

Global Student Accommodation (GSA) and Cain, the global real estate investment manager, have formed a joint venture to develop a 561-bed purpose-built student accommodation (PBSA) scheme in the Prenestino district of Rome, the firms announced June 10. The project represents Cain's first investment in Italy and advances GSA's development-led strategy in one of Europe's most structurally undersupplied student housing markets.

Building permits have been secured and all environmental and archaeological assessments have been cleared. Construction is set to begin in the coming weeks, with completion scheduled for the 2028/29 academic year. Cheyne Capital is providing debt financing for the project.

Addressing a Structural Supply Gap in Italian PBSA Real Estate

Italy hosts approximately two million students nationally but has fewer than 85,000 purpose-built student accommodation beds, according to figures cited by both firms. In Rome, PBSA penetration stands at roughly 4%, a figure that Cain describes as particularly low given sustained demand from both domestic and international students.

The supply shortfall in Rome is compounded by structural constraints that limit new development, including archaeological considerations, land availability, and regulatory complexity.

Oliver Cummings, Head of PBSA, Europe at Cain, said: "Italy is one of the most undersupplied student housing markets in Europe, with around two million students nationally, but only approximately 85,000 PBSA beds. In Rome, PBSA penetration remains particularly low at around 4%, despite continued demand from both domestic and international students. Prenestino represents an opportunity to deliver a high-quality scheme in a well-connected location, alongside a partner with deep operational and development expertise in the sector."

Scheme Design

Prenestino is positioned as Rome's first community-driven PBSA scheme. The development is part of a broader regeneration masterplan for the Prenestino district and targets market-leading LEED certification as well as alignment with the Carbon Risk Real Estate Monitor (CRREM) framework.

The scheme incorporates a range of room types, with twin rooms designed as an accessible entry point to premium student living. According to the firms, all residents will have access to the same amenities and communal spaces regardless of room type.

The scheme's location in Prenestino provides connectivity via a new tram line to Sapienza University — described in the source as Italy's leading university — as well as LUISS University and Università UniCamillus, all reachable in under 30 minutes.

Capital Structure and Advisors

The joint venture brings together GSA's development expertise and track record in emerging PBSA markets with Cain's capital and real estate investment platform. Cheyne Capital provided the debt financing for the project. No transaction price, loan amount, or development budget has been disclosed.

GSA was advised by Savills, Eversheds, and Chiomenti. Cain was advised by JLL, Gleeds, and Ashurst.

The completed scheme will be operated by Yugo, GSA's global operating partner.

Strategic Context

For GSA, the Prenestino joint venture is described as the next step in its development-led strategy in Italy, where the firm aims to help establish the institutional PBSA sector in a market it characterizes as structurally undersupplied.

For Cain, the deal reflects a stated conviction in European living sectors as a structural theme. The Prenestino scheme is scheduled to open in time for the 2028/29 academic year.
