JPI has closed on a 2.14-acre site at 16911 S. Normandie Avenue in Gardena, California, in a joint venture with Chuo-Nittochi Group, launching development of Normandie Apartments — a $125 million, 257-unit Class A multifamily community targeting one of Los Angeles County's most supply-constrained submarkets. The firm announced the transaction on August 20, 2026, with groundbreaking scheduled for September 2026 and project completion anticipated in March 2029.

A Supply Gap in the South Bay

The South Bay submarket has seen only a handful of new apartment deliveries and construction starts over the past several decades, despite a diversified employment base anchored by the aerospace and defense industries. The area's coastal proximity and access to major job centers have sustained housing demand, but new supply has not kept pace.

Seth Dorros, SVP of Land Acquisition at JPI, addressed the rationale for the project directly. "This is one of the region's strongest employment bases, yet new apartment supply has barely kept pace over the last thirty years," Dorros said. "Normandie Apartments is our answer to that gap, bringing quality, well-located housing to a market that's been waiting for it for a long time."

The 16911 S. Normandie Avenue address has previously appeared in public records in connection with a proposed higher-density redevelopment that received city approval for 333 homes — a five-story building with 258 apartments plus 75 townhomes. JPI's current program, as described in its announcement, is a 257-unit apartment-only project, representing a different development configuration for the same parcel.

Project Details and Amenity Package

Normandie Apartments will offer a mix of studio, one-, and two-bedroom homes across the Class A community. The project's amenity package includes a resort-style pool and spa with cabanas, a rooftop deck, a fitness center, a resident clubhouse and game room with karaoke and billiards, a library and co-working space, and an open-air kitchen and BBQ area.

The site sits at the convergence of the 91, 405, and 110 freeways, providing access to what JPI describes as nearly 5 million jobs across Los Angeles County. Major South Bay employers in proximity include the American headquarters for Honda and significant operations for Raytheon, Lockheed Martin, Boeing, and Northrop Grumman. The location also offers proximity to Hermosa Beach and the broader South Bay coastline.

Joint Venture Structure and Developer Background

JPI is developing Normandie Apartments in a joint venture with Chuo Nittochi America Corporation. Financial terms of the joint venture, including the land acquisition price and individual capital contributions, are undisclosed.

JPI was named to the NMHC 2026 Top 25 lists of largest multifamily developers and builders. The Gardena project is among multiple ground-up developments the firm has announced across Sun Belt and West Coast markets in 2026.

Market Outlook

The Normandie Apartments development reflects a broader pattern of developers targeting infill locations with strong employment fundamentals and limited recent apartment supply. The South Bay's persistent undersupply relative to job-driven housing demand has positioned it as an active focus for new multifamily investment, with freeway access and proximity to major employment hubs serving as key site selection criteria.

With a September 2026 groundbreaking and a March 2029 delivery target, Normandie Apartments is expected to bring 257 Class A units to Gardena over a roughly two-and-a-half-year construction timeline.
