LCS Development and Westminster Mark Topping Out of $44M Senior Housing Campus Transformation in Austin

LCS Development and Westminster have reached the topping-out milestone on a $44 million campus transformation at Westminster, a continuing care retirement community located at 4100 Jackson Avenue in Austin, Texas, the firms announced Sept. 23, 2026. The project is scheduled for completion in November 2026.

Westminster, which describes itself as Central Texas' longest-operating continuing care retirement community and the only licensed CCRC within Austin city limits, sits on a 9.3-acre campus managed by Life Care Services. Pi Architects designed the final-phase transformation, and White Construction Company is leading construction.

Scope of the Campus Transformation

The approximately 30,000-square-foot final phase centers on amenity upgrades, infrastructure improvements and enhanced campus connectivity rather than a large addition of residential units. The scope includes upgraded electrical infrastructure and backup generators, improved HVAC systems and building connectivity, and a suite of new lifestyle and dining spaces.

New amenity additions include a lounge, bar, dining areas, coffee shop and speakeasy, along with a bowling alley, indoor sports simulator and a rooftop pickleball court. The project also calls for a revitalized west courtyard featuring a dog park and food-truck parking, an expanded library, an IT help desk, and additional wellness, recreation and outdoor gathering spaces.

Westminster's broader campus expansion history includes The Carlisle, completed in 2023, which added 117 residences comprising 43 independent living apartments, 36 assisted living residences and 38 memory care suites.

Financing Structure

Westminster partnered with Ziegler to secure $84 million in bond financing in connection with the project. That total includes the refinancing of $51.67 million of Series 2016 bonds, a transaction expected to generate approximately $535,000 in annual savings. The $84 million financing package is larger than the $44 million construction budget because it encompasses both the campus transformation and the debt refinancing.

Market Context

The Westminster topping out arrives as senior housing fundamentals continue to strengthen. Senior housing occupancy across NIC MAP's 31 primary markets reached 89.5% in the first quarter of 2026, marking the 19th consecutive quarter of gains. At the same time, new supply has tightened considerably, with fewer than 16,000 units under construction nationally in the second quarter of 2026 and year-over-year inventory growth of approximately 0.4%, among the lowest levels in recent years.

Investment activity in the sector has also accelerated. Rolling four-quarter transaction volume reached approximately $24 billion, the highest level since the second quarter of 2015, while average pricing rose to approximately $182,800 per unit, up 29% year over year. Average monthly rents have increased 28.8% from pre-pandemic levels to approximately $5,479 per month.

Westminster's approach — modernizing amenities and infrastructure within an established campus rather than relying primarily on new residential inventory — reflects a strategy suited to a supply-constrained environment where differentiated lifestyle offerings can strengthen a community's competitive position.

LCS Development Pipeline

The Westminster milestone is part of a broader development and repositioning pipeline for LCS Development. Greenwood Village South in Greenwood, Indiana, is adding 42 independent living apartments and approximately 27,000 square feet of commons and amenity space. Croasdaile Village in Durham, North Carolina, began an $82 million expansion involving 58 pre-sold independent living residences and upgrades to existing amenities, with completion expected in mid-2027. Friendship Village Kalamazoo is planning 76 independent living residences and a 40-bed skilled-care center, with completion expected in August 2027.
