Lindbäcks Fastigheter, Norrlandsfonden Bostadsfinansiering Lead Five-Party Coalition to Develop 89-Unit Rental Project at Tjärnbacken in Boden

Lindbäcks Fastigheter and Lindbäcks Projektutveckling have announced a five-party development coalition to deliver 89 rental apartments at Tjärnbacken in Boden, Sweden, in what participants describe as a new risk-sharing financing model designed to address acute housing shortages in smaller regional markets. Construction is planned to begin in autumn 2026.
The project's first phase will comprise 89 rental units across four buildings at Tjärnbacken. Total plans for the site call for approximately 180 apartments. Lindbäcks Fastigheter, which already owns 92 apartments in Boden, will hold ownership of the new units upon completion.
A Five-Party Structure Built Around Shared Risk
The coalition bringing the project to market includes Lindbäcks Projektutveckling as developer, Norrlandsfonden Bostadsfinansiering as lender, Riksförsvarsbostäder and Stegra as capital partners, and Bodens kommun as a participant. The detailed plan for the site has been approved, clearing a key regulatory hurdle ahead of the planned autumn 2026 construction start.
Norrlandsfonden Bostadsfinansiering is providing top loans — financing that sits above senior bank debt — to reduce project risk during the initial construction and early management phases. The structure is intended to make it easier to secure conventional construction financing by distributing exposure across multiple creditworthy parties rather than concentrating it with a single sponsor.
"No party can carry all the risk in a housing project," said Fredrik Hemborg, chief executive of Lindbäcks Projektutveckling. "We have managed to find a way forward by having all parties — builders, property owners, local business, the defense sector, banks, and the municipality — understand that we must help each other and therefore come together and contribute to the common goal. There is a shared understanding that housing supply is critical to growth for all parties."
Hemborg added that the project is made possible by engaged local actors who ensure the apartments will be occupied: "The project is enabled by the fact that we have committed local players who ensure the housing gets rented out."
Susanne Olofsson, chief executive of Norrlandsfonden Bostadsfinansiering, called the arrangement "a completely new and unique set-up," noting that it could serve as a replicable model for locations where the housing market has been stagnant but employment growth has accelerated. She specifically cited Boden's connection to Stegra and the rebuilding of Sweden's defense infrastructure as the context in which Norrlandsfonden intends to operate.
Demand Anchors: Riksförsvarsbostäder and Stegra
Two of the five partners serve as demand anchors for the project. Riksförsvarsbostäder holds a mandate to secure housing for Swedish Armed Forces personnel in markets where supply is constrained. Conny Karlsson, chief executive of Riksförsvarsbostäder, described Boden as a location with acute need.
"We have the mandate to provide housing for the Armed Forces in places where it is difficult to find housing. Boden is such a place. There is a pressing need here, and this arrangement is a good solution for us," Karlsson said. "It feels safe and good that several of us are helping each other in this way."
Stegra, a green industrial operator establishing operations in Boden, is also a partner in the project. Anne Graf, responsible for community relations at Stegra Boden, said the company expects to hire a significant number of people who will need to relocate to the area.
"We will be hiring many people who need to move here to work. We want them to be able to live in Boden so that the municipality gets as much as possible out of our establishment," Graf said. "In that context, access to housing is decisive. That is why we are pleased with Lindbäcks' commitment and understanding of the opportunities in Boden, and that we have found a cooperation model that makes this possible."
Boden's Housing Market: Near-Zero Vacancy
The Tjärnbacken project is being developed against a backdrop of severe rental housing scarcity in Boden. Vacancy in the municipality's rental sector has fallen to near zero, a level well below what is needed for a functioning housing market. Municipal planning documents reflect work on multiple detailed plans enabling a combined total of roughly 1,300 apartments and approximately 500 single-family homes across Boden, underscoring the scale of the supply gap.
Demand for housing in Boden is being driven by two concurrent forces: the expansion of Sweden's total defense posture, which is bringing new Armed Forces personnel to the region, and the arrival of Stegra's green industrial operations, which are expected to generate substantial new employment. Municipal and planning communications indicate that demand is concentrated in smaller rental units suited to single-person households, younger workers, and new recruits.
Béatrice Öman, municipal councillor for Bodens kommun, framed the housing shortage as a constraint on the city's broader growth trajectory. "Boden is in the middle of a historic development that is creating new jobs, in-migration, and confidence in the future. New housing is one of the most important pieces of the puzzle for us to succeed, and then we need to find new paths together," Öman said. "That is why I am especially pleased that Lindbäcks continues to invest here and contribute to Boden's development."
Outlook
The Tjärnbacken development is positioned as the first phase of a larger 180-unit residential cluster. With the detailed plan approved and construction targeted for autumn 2026, participants in the coalition have indicated that the multi-party, risk-sharing structure — combining a top loan from Norrlandsfonden Bostadsfinansiering with occupancy support from institutional employers and municipal planning facilitation — could be applied in other smaller Swedish markets where conventional financing has been difficult to secure and housing demand has outpaced supply.
