Pennrose Properties Names Rhonda Caldwell Vice President of Operations for New England and New Jersey Affordable Housing
Pennrose Properties has appointed Rhonda Caldwell as vice president of operations for Pennrose Management Company (PMC), the firm announced April 21, 2026. In her new role, Caldwell will oversee PMC's property operations across affordable housing communities in New England and New Jersey, with a focus on operational excellence and resident service delivery.
A Seasoned Leader in Affordable Housing Operations
Caldwell brings more than 30 years of experience in affordable housing property management, asset management, and housing finance to her new position at Pennrose Properties. Most recently, she served as regional operations manager for Related Management Co., where she oversaw a 3,600-unit affordable housing portfolio spanning Connecticut and Massachusetts.
Prior to that role, Caldwell spent nearly eight years at the Connecticut Housing Finance Authority (CHFA), serving as the statewide compliance officer responsible for 14,000 units. Her career also includes senior leadership positions at Trinity Management Co. and Winn Residential.

Background and Credentials
Caldwell holds a Master of Public Administration from the University of New Haven and a Bachelor of Science in Finance and Business Administration from Sacred Heart University. She also holds multiple industry certifications, including the C4P LIHTC Compliance designation from Spectrum Enterprises, Specialist in Housing Credit Management (SHCM) from the National Affordable Housing Management Association, Certified Apartment Manager (CAM) from the National Apartment Association, and Blended Occupancy Specialist (BOS) from the National Center for Housing Management.

Community Engagement and Industry Recognition
Beyond her professional credentials, Caldwell is actively engaged in civic and industry affairs. She currently serves as a city councilperson for the Town of Hamden, Connecticut, and as treasurer for the Connecticut Chapter of the Institute of Real Estate Management (IREM). IREM recognized her as its 2025 Board Member of the Year.
Pennrose describes itself as a national developer and manager of mixed-income and mixed-use housing. The company's management arm, Pennrose Management Company, operates affordable housing communities across multiple states.
