Permodalan Nasional Berhad to Manage 50-Acre Kuala Lumpur Land Endowment to Yayasan Pelaburan Bumiputra

Permodalan Nasional Berhad (PNB) said it will manage a 50-acre parcel of prime commercial land in Kuala Lumpur that the Malaysian government is endowing to Yayasan Pelaburan Bumiputra (YPB), according to a media statement issued Oct. 9, 2026. PNB President and Group Chief Executive Dato’ Rizal Rickman Ramli welcomed the announcement, which was made as part of Budget 2027.

The endowment is the first new endowment for PNB since its formative years in the early 1980s, the firm said.

Details of the Kuala Lumpur Land Endowment

The land totals 50 acres, or about 2.18 million square feet, and is valued at approximately RM1 billion, implying roughly RM20 million per acre or RM459 per square foot of land. The government is endowing the parcel to YPB, PNB's parent foundation, with development and management assigned to PNB. The RM1 billion figure reflects the government's stated land value rather than a reported transaction price.

The government has described the land as strategic commercial land in Kuala Lumpur and has asked that affordable housing be incorporated in its future development. Budget 2027 was delivered by Prime Minister and Minister of Finance Dato’ Seri Anwar bin Ibrahim.

Rizal Rickman Ramli on PNB's Mandate

In the statement, Dato’ Rizal Rickman Ramli said PNB is appreciative of the government's announcement and that the endowment reinforces the firm's founding mandate to enhance Bumiputera wealth and participation through long-term value creation. The statement said the endowment reflects a long-term commitment to preserving strategic Bumiputera ownership, unlocking sustainable economic value from national assets and ensuring the benefits can continue to grow and serve future generations.

PNB said it will optimize the economic potential of the endowment by preserving the underlying capital and reinvesting it to support future growth, while distributing profits generated to its unitholders.

The government's original endowment to Yayasan Pelaburan Bumiputra was RM200 million in 1978, and no further endowments were provided after 1981. At the stated RM1 billion value, the new land represents roughly 0.27% of PNB's RM365.3 billion in assets under management, up from RM348.3 billion in 2024. PNB is targeting RM400 billion by 2027.

Stadium Merdeka, Stadium Negara and Merdeka 118 Precinct

PNB also noted the government's recognition of its role in preserving Stadium Merdeka and Stadium Negara. The government announced an entertainment duty exemption for arts, cultural, entertainment and sporting activities held at both venues.

PNB said the initiative is expected to encourage greater public participation and use of the historic landmarks, while supporting ongoing efforts to revitalize and preserve Malaysia's national heritage at the Merdeka 118 Precinct.

Kuala Lumpur Commercial Market Context

The endowment comes as Kuala Lumpur's office market shows mixed readings across data providers. JLL reported that overall office vacancy improved to 14.8% in the second quarter of 2026, while average rents rose to RM6.88 per square foot per month. JLL expects about 2.64 million square feet of new office supply to enter the market by the end of 2026, with vacancy potentially rising to 16.4%.

Cushman & Wakefield's first-quarter 2026 data showed a more stressed picture, with overall Kuala Lumpur office vacancy at 30.02%, negative quarterly net absorption of 435,270 square feet and central business district vacancy of 27.8%. CBD rents averaged RM7.21 per square foot per month, compared with RM6.61 per square foot in the Kuala Lumpur fringe, while super Grade A offices were reported at roughly RM9 to RM14 per square foot per month.

Outlook

PNB said its approach is to preserve the endowment's capital and reinvest for growth, indicating a long-term ownership model. PNB said further details will be shared progressively.
