Romspen Investment Corporation and Vancouver-based Strand have formed a joint venture to develop Shoreline, a 186-home townhouse community on the shores of Langford Lake in Langford, British Columbia, the firms announced Aug. 25.

The project, located at 1256 Landing Lane in Langford, will offer a collection of two-, three-, and four-bedroom townhomes positioned for family owner-occupiers seeking lakeside living on Vancouver Island's West Shore.

Deal Structure and Partners

The venture is being pursued through Romspen Development Group, the development-oriented arm of Romspen Investment Corporation, reflecting an equity co-investment posture alongside Strand rather than a conventional mortgage lending arrangement.

Strand is a Vancouver-based real estate investment and development firm that has acquired, developed, and financed more than $16 billion in real estate assets across North America, including investments in and the development of more than 47,000 homes.

Shoreline is a ground-up townhome community comprising 186 homes on the shores of Langford Lake. The project is designed around family-oriented living, with unit configurations spanning two, three, and four bedrooms. Marketing materials position the development around themes of space, community connection, and lakeside lifestyle.

Romspen's core Canadian mortgage investment fund, the Romspen Mortgage Investment Fund, held a portfolio of $2.5 billion across 91 mortgages as of June 30, 2026. The Shoreline joint venture, structured through Romspen Development Group, represents a distinct, development-stage equity exposure within the firm's broader investment platform.

West Shore Market Context

Langford sits within the West Shore submarket of Greater Victoria and has been among the faster-growing municipalities in British Columbia, drawing residents from Greater Victoria, the Lower Mainland, and other provinces in search of ground-oriented housing. The West Shore has seen sustained population growth and new residential construction over the past decade, with demand for family-sized townhouse product remaining a consistent feature of the submarket.

Romspen cited the West Shore's growth trajectory as a key factor in the investment decision, noting that Shoreline presents an opportunity to enhance value for Romspen investors by delivering new housing in a well-positioned and growing Vancouver Island market.

Strategic Rationale

For Romspen, the Shoreline joint venture reflects a targeted development investment in a market where fundamental housing demand is well-established. Romspen's Canadian mortgage fund reported a trailing 12-month net return of -5.8% for Class A units as of June 30, 2026, with a net asset value per unit of $8.21.

Strand's institutional scale — more than $16 billion in assets across North America and involvement in more than 47,000 homes — provides the execution depth that Romspen indicated it prioritizes when selecting development partners. The combination of Strand's track record and the West Shore's supply-demand dynamics forms the basis of Romspen's stated investment thesis for the project.
