Dominium Acquires 165-Unit Sweetwater Terraces Senior Housing Community in Duluth, GA, Plans $9.9M Renovation

Dominium has acquired Sweetwater Terraces, a 165-unit senior affordable housing community in Duluth, Georgia, the company announced July 23. The deal marks the firm's sixth community in Gwinnett County and expands its footprint across the Atlanta metropolitan area.
Dominium plans to resyndicate the property in the fourth quarter of 2026, establishing a new long-term structure to preserve its affordability status. As part of that resyndication, the company will undertake an estimated $9.9 million renovation covering roofing, siding, unit interiors, the clubhouse, amenity spaces, and other community enhancements.
A Preservation-Focused Acquisition
Sweetwater Terraces was originally developed in 2008 using the 4% Low-Income Housing Tax Credit program and tax-exempt bond financing. Without a new ownership and financing structure, the property was at risk of losing its affordable housing designation. Dominium's acquisition is designed to reset that structure and extend affordability protections for the community's senior residents.
The four-story residential building currently offers amenities including a community garden, fitness center, salon, and shuffleboard courts. The planned renovation will refresh the building envelope and unit interiors without a full rebuild, an approach commonly taken when a structure remains viable but systems and finishes require capital reinvestment.
The Low-Income Housing Tax Credit program remains the largest federal source of financing for the construction and preservation of affordable housing communities. Under the program, developers and managers agree to maintain rents at levels tied to the Area Median Income in exchange for tax credits, helping sustain access to quality housing for lower-income residents.
Gwinnett County Expansion
The acquisition deepens Dominium's concentration in Gwinnett County, one of the Atlanta region's faster-growing suburban counties. With Sweetwater Terraces, the company now operates six communities in the county.

Dominium acknowledged several partners involved in the transaction, including Merchants Capital, Winthrop & Weinstine, the Georgia Department of Community Affairs, and Stewart Title Company.
Market Context
The Sweetwater Terraces deal fits a broader pattern in the affordable housing sector, where properties originally financed through LIHTC in the late 2000s are now reaching points in their compliance and financing cycles that require recapitalization. Preservation transactions of this type allow owners to reinvest capital and extend affordability restrictions, often at lower cost than new construction given current land and materials prices.
For senior housing specifically, the preservation of regulated, income-restricted units addresses a segment of the housing market where supply constraints remain acute. By maintaining affordability through resyndication rather than allowing the property to convert to market-rate use, Dominium's approach keeps restricted units available to income-qualifying seniors in the Duluth area.
