Enterprise Community Development and Seabury Resources for Aging Announce Springvale Terrace Redevelopment in Silver Spring

Enterprise Community Partners and Seabury Resources for Aging have announced the redevelopment of Springvale Terrace, an aging senior housing community in Silver Spring, Maryland, into a new 236-unit mixed-income property to be known as The Springvale. The project will replace a structure originally built in the 1960s — among the first in the Washington region developed under the U.S. Department of Housing and Urban Development's Section 202 program — with a modern, energy-efficient community designed to serve low- and moderate-income seniors.

Lenders and investors include the U.S. Department of Housing and Urban Development, the State of Maryland, Montgomery County, Enterprise Community Investments, and Capital One. The Housing Opportunities Commission of Montgomery County is also supporting the redevelopment, with 47 units receiving project-based rental assistance through HUD's Restore-Rebuild Initiative.

Project Scope and Affordability

The redevelopment calls for demolition of the existing 146-unit structure and construction of a new 236-unit senior community, significantly increasing the number of available homes on the site. The new development will serve residents earning between 30% and 80% of Area Median Income, with the majority of units affordable to households earning 30% to 60% AMI.

Units will include one- and two-bedroom apartments equipped with in-unit washers and dryers, full kitchens, energy-efficient appliances and finishes, and high-speed internet. Shared amenities will include a fitness center, library, social and media rooms, and a central outdoor courtyard. The Springvale will be built to Enterprise Green Communities standards, incorporating energy-efficient systems, water conservation measures, and rooftop solar.

The community is located within walking distance of downtown Silver Spring and near a planned Purple Line station.

Sponsors and Development Team

Enterprise Community Development, an affiliate of Enterprise Community Partners, is serving as the project's lead sponsor. The organization describes itself as the largest nonprofit affordable housing provider in the Mid-Atlantic, with a portfolio of 115 communities and 13,000 homes serving more than 24,000 residents. Seabury Resources for Aging, a 102-year-old Washington, D.C.-based nonprofit serving more than 6,000 older adults and families in the greater Washington region, is co-sponsoring the project and will continue providing resident services at the completed community.

"Springvale Terrace has been home to generations of residents, and we don't take that lightly," said Janine Lind, President of Enterprise Community Development. "What's most important to us is creating a community where seniors feel comfortable, supported and able to stay connected, not just to their homes, but to the community around them."

KGD Architecture is designing the project. Engineering is being handled by Macris, Hendricks and Glascock (MHG) P.A., and Bozzuto is leading construction.

Resident Relocation and Return Rights

As part of the redevelopment process, residents of the existing building have been relocated. Eligible former independent living residents will have the opportunity to return to The Springvale once construction is complete, according to the announcement.

Timeline

Enterprise Community Development's announcement sets a completion target of 2028 for The Springvale.
