Greenville Housing Fund and Harmony Housing Advance Two Affordable Senior Developments in Southernside Neighborhood

Greenville Housing Fund has shared progress updates on two affordable senior housing developments under construction in Greenville's Southernside neighborhood, with the first phase expected to open by the end of 2026 and the second in early stages of construction.
The two projects — Southernside East and Southernside West — are being developed in partnership with Harmony Housing and financed by Huntington National Bank. Together, they will deliver 147 units of income-restricted senior housing near Unity Park on the West Washington Street corridor.
Greenville Housing Fund shared the updates during a tour with Callie Finch, Outreach Director from the Office of Congressman William Timmons, highlighting the organization's vision for affordable housing in the area.
Southernside East: 93 Units Targeting Late 2026 Delivery
Southernside East, located at 625 W. Washington St. at the corner of West Washington Street and Hudson Street, is the first phase of the combined Southernside Senior Living program. The development comprises 93 senior apartments across two buildings designed by McMillan Pazdan Smith Architects, with neighborhood-scale massing intended to complement Southernside's traditional context while reflecting the character of the adjacent Unity Park.
The project is age-restricted to residents 55 and older and targets households earning between 20% and 60% of Area Median Income. Groundbreaking took place July 1, 2025, and the development carries a total project cost of approximately $24.5 million. Southernside East is supported by 9% Low-Income Housing Tax Credit awards from the South Carolina Housing Authority, along with city-backed tax-credit financing. Property management is expected to be handled by NHE, Inc. through an on-site office.
Greenville Housing Fund indicated the property is expected to open by the end of 2026, with leasing anticipated to begin in fall 2026.
Southernside West: 54-Unit Phase Two Begins Construction
Southernside West, the second phase of the program, is in the beginning stages of construction on West Washington Street in Southernside. The development will deliver 54 senior apartments — 39 one-bedroom and 15 two-bedroom units — in a four-story building targeting residents 55 and older earning between 30% and 80% of Area Median Income.
Planned amenities include a community room, fitness center, free on-site parking, and bike racks, with walkable access to Unity Park and downtown Greenville. The combined two-phase program represents approximately $47 million in total development cost, with Greenville Housing Fund contributing $1 million in organizational investment across both phases.
Partnership Structure and Financing
Both developments are being executed through a partnership between Greenville Housing Fund, which serves as sponsor and owner, and Harmony Housing, which is participating as a development partner. Huntington National Bank is providing construction debt financing for the projects.
The Low-Income Housing Tax Credit program is central to the capital structure of both phases. The competitive 9% LIHTC environment in South Carolina has shaped the timing and financing approach for the developments, which are among the larger affordable senior housing projects currently underway in the Greenville market.
Southernside Neighborhood and Unity Park Context
Both developments are situated in the Southernside neighborhood, a community on Greenville's west side. The West Washington Street corridor, where both projects are located, places future residents within walking distance of Unity Park and downtown Greenville amenities.
The combined 147-unit program represents a significant addition of income-restricted senior rental supply to a submarket where rising land values near Unity Park have increased development pressure. The projects are designed to serve low- to moderate-income seniors 55 and older.
Greenville Housing Fund noted it appreciates the opportunity to share its affordable housing vision with Congressman Timmons' office as both developments continue to advance toward completion.
