Grubb Properties Tops Out 67-Story Link Apartments 8 Carlisle Tower in Manhattan's Financial District
NEW YORK — Grubb Properties reached a key construction milestone July 30 with the topping out of Link Apartments 8 Carlisle, a 67-story, 462-unit residential tower at the corner of Washington and Carlisle streets in Manhattan's Financial District. The ceremony marked completion of the building's structural framework and advanced the project toward an anticipated 2027 opening.
Project Overview and Affordable Housing Component
Link Apartments 8 Carlisle will comprise studio, one- and two-bedroom apartments across 67 floors. Of the 462 total units, 140 are designated affordable under the 421(a) Affordable New York program. The project is being built by Consigli Construction Co., Inc. and was designed by Handel Architects.
"The development of Link Apartments 8 Carlisle, an essential housing community offering both affordable and market-rate units, is particularly significant as New York City's housing crisis intensifies," said Clay Grubb, CEO of Grubb Properties. "It also reflects our belief that attainable and thoughtfully designed housing can provide the foundation needed for working New Yorkers to build more economically mobile lives."
Apartments feature floor plans designed to optimize living space, kitchen workspace and storage. On the 64th floor, residents will have access to a swimming pool and sky lounge with panoramic city views. Additional amenities include a fitness center with outdoor terrace access, coworking spaces, a demonstration kitchen, entertainment rooms, bicycle storage, a full-time doorman and a live-in superintendent.
Sustainability and Design Focus
Grubb Properties said the development incorporates energy efficiency and environmental sustainability features throughout, including in-unit systems designed to lower utility bills for residents. The company framed the project as aligned with New York City's goals for both affordable housing production and environmentally responsible construction.
"As New York City's built environment continues to evolve, delivering high-quality housing while advancing sustainability has never been more important," said Laura Bush, Regional Director – NYC Metro & NJ/PA at Consigli Construction Co., Inc. "Consigli is proud to deepen our Link Apartments project partnership with Grubb Properties, building on a shared commitment to creating affordable and market-rate housing that meets the city's growing needs, strengthens neighborhoods and supports the residents who call this community home."
Location and Transit Access
The property is situated just south of the World Trade Center campus, placing residents within four blocks of the N, R, W, 1, 4 and 5 subway lines. Battery Park, the Staten Island Ferry and the Financial District's retail and dining destinations are all within walking distance. The neighborhood has expanded over recent years into a mixed-use live-work district with a growing residential base.
"As cities continue to confront housing shortages, we believe intentionally planned multifamily communities play an increasingly important role in creating vibrant, economically resilient neighborhoods," Clay Grubb said. "Link Apartments 8 Carlisle represents our investment not only in Lower Manhattan, but in the future of essential housing."
Grubb Properties' New York Expansion
Link Apartments 8 Carlisle is Grubb Properties' second multifamily development in New York City. The company's first New York project, Link Apartments QPN in Long Island City, opened for leasing in April 2025 and is now fully leased. That project was also built by Consigli Construction Co., Inc. and designed by Handel Architects.
Grubb Properties, founded in 1963, develops, owns and operates residential communities under its Link Apartments brand, targeting residents across the middle of the income spectrum in high-growth markets.
