JLL Expands Agency Lending Platform With Two Senior Hires in Philadelphia

JLL Capital Markets announced May 4, 2026, that Ashley Celinski and Ian Ouwerkerk will join the firm as Co-Heads of Agency Lending Production, effective May 11. The appointments represent a strategic shift in how JLL's agency lending platform — known internally as JREC — supports loan originators, moving from a producer-education model toward embedded credit expertise and real-time decision support.

Both executives will report to Gerard Sansosti, Executive Managing Director at JLL Capital Markets.

Executives Bring Deep GSE Experience to JLL's Agency Lending Platform

Celinski joins JLL with 16 years of experience at Fannie Mae, most recently serving as Vice President of Customer Engagement. Prior to that role, she spent eight years in Fannie Mae's Credit Underwriting organization from 2010 to 2018. JLL cited her track record in talent development, strategic thinking, and delivering client solutions.

"Ashley's deep understanding of agency operations and customer engagement will be instrumental as we embed credit intelligence at the front end of our loan origination process," Sansosti said in a statement.

Ouwerkerk brings 18 years of experience at Freddie Mac, where he most recently served as Senior Vice President of Multifamily Underwriting & Credit. During his tenure at Freddie Mac, he contributed to and led operations across the Southeast region and the firm's Conventional multifamily platform nationwide, with expertise in scaling credit underwriting operations, leadership, and risk management.

A Strategic Shift in Agency Lending Operations

The hires signal a deliberate repositioning of JLL's agency lending business. In announcing the appointments, Sansosti described the move as a shift "from educating producers to enabling them through embedded credit expertise and real-time decision support" — language that points to a structural change in how the platform underwrites and originates multifamily loans.

Philadelphia as a Base for Agency Lending Activity

The appointments are based in Philadelphia, a market where JLL has demonstrated active debt advisory activity. The firm recently arranged a $58 million refinancing for 300 Four Falls, a Class A office property in Conshohocken, Pennsylvania.
