Jonathan Rose Companies Launches UK Affordable Housing Platform, Plans Dedicated Fund Across Five Cities

NEW YORK, Oct. 28, 2026 — Jonathan Rose Companies, a mission-driven real estate investment and development firm, announced plans to extend its affordable housing investment expertise into the United Kingdom, establishing its first international platform and a proposed Rose UK Social and Affordable Housing Fund.

The firm made the announcement during the UK Office of Investment Housing and Regeneration event, a government-led housing and investment event in New York City focused on attracting capital and partnerships to the UK to support housing delivery. The move marks the firm's first international market expansion and comes in a market where the government is seeking institutional capital.

Initial Strategy: Five Cities, Two Planning Frameworks

Jonathan Rose Companies said its initial strategy will focus on funding the development of new affordable housing delivered through Section 106 agreements in Bristol, London and Manchester, and Section 75 agreements in Edinburgh and Glasgow. Section 106 is the planning mechanism through which affordable units are delivered within mixed-income private developments in England, while Section 75 is the Scottish equivalent.

The firm said these projects are typically part of mixed-income communities and are designed to be fossil fuel-free in line with the UK Future Homes Standard.

Proposed Rose UK Social and Affordable Housing Fund

The planned fund will focus on acquiring existing social and affordable housing assets and funding newly built or to-be-built homes across key UK markets, including homes delivered through the country's established planning and housing frameworks and in partnership with Registered Providers (RPs) and other local housing organizations. That gives the platform two deployment channels: development capital for new homes and acquisition capital for existing housing.

The firm said it is currently engaging with developers, RPs, government stakeholders and institutional investors as it advances its UK strategy, and expects to grow its dedicated local investment and asset management presence over time, working alongside a growing network of UK-based advisors and industry specialists.

Leadership: Ben Denton and Dawn Mottram

Jonathan Rose Companies has engaged Ben Denton to establish the firm's local presence, support fund formation and build a pipeline of investment opportunities aligned with its long-term affordable housing strategy. Denton has more than two decades of experience across the UK's housing and residential sectors. He previously established and scaled Legal & General's affordable housing platform, which grew to more than 8,000 homes.

Denton will work alongside Jonathan Rose Companies' Dawn Mottram, who spent a majority of her career delivering social and affordable housing with two large UK RPs, London & Quadrant Housing Trust and Southern Housing Group.

"I've spent much of my career working to bring capital into affordable housing in the UK while staying true to the sector's long-term mission," Denton said. "While the UK's housing framework already has some foundational and well-intentioned elements in place, there is a need for more capital and new partnerships to help unlock housing delivery at the scale our communities require. The team at Jonathan Rose Companies brings decades of experience as a mission-aligned investor, owner and developer of affordable housing, and I'm excited to see what we can accomplish in the UK market."

Jonathan F.P. Rose, president of Jonathan Rose Companies, said the challenges facing the UK are shaped by some of the same forces seen in the U.S. and elsewhere in the western world. "The affordable housing challenges facing the UK are shaped by some of the same underlying forces we see in the US and many parts of the western world: rising costs, insufficient supply, aging stock, and the need for long-term capital partners," he said. "Over 35 years of work across the US, we have learned that durable housing solutions require more than capital. They require genuine public-private partnerships, deep local knowledge, and a systems-level mindset that treats housing as a platform for improving community health, stability, and realizing opportunity."

The firm said it plans to bring its resident-focused approach, which connects residents to services and programs, to the UK communities it proposes to build and fund.

Market Context: Government Seeks Institutional Capital

The expansion comes as the UK faces a shortage of affordable and social housing. Many nonprofit RPs, which have historically acquired, developed and managed this type of housing, face headwinds from aging housing stock, building safety and regulatory requirements, decarbonization mandates and limited balance sheet capacity.

Homes England's 2025–2030 strategic plan calls for 1.5 million homes across England during the current parliamentary term and annual housing delivery above 300,000 homes. The agency intends to broker private investment through new partnerships, financial platforms, guarantees and equity vehicles. Its investment framework identified up to £16 billion for debt, equity and guarantees through the proposed National Housing Bank and estimated those tools could unlock more than £50 billion of additional private capital. The plan also includes at least £27 billion for the 10-year Social and Affordable Homes Programme.

Homes England attributes weak housing delivery to slow and uncertain planning, a restrictive land market and insufficient investment.

Alan Gogbashian, Deputy Trade Commissioner for North America at the UK's Department for Business and Trade, commented on the announcement: "Jonathan Rose Companies' decision to launch its first international platform and dedicated housing fund in the UK is a strong vote of confidence in our market. The UK Government has set an ambition of 1.5 million new homes this Parliament, and this is exactly the kind of experienced, mission-driven US investment partnership we need to help deliver affordable housing at scale." The event also featured UK government officials, including His Majesty's Trade Commissioner for North America and His Majesty's Consul General to New York, Alex Milward, who emphasized the need for additional affordable housing investment across the UK.

Firm Background and Fundraising Record

Founded in 1989, Jonathan Rose Companies has acquired and developed more than $5 billion of affordable housing and holds a portfolio of nearly 20,000 apartment homes across 14 states and Washington, D.C. The firm is a fully integrated investment management, development and asset management company with construction management, solar energy, mortgage finance and title company affiliates, and has offices in New York, Ohio and Colorado.

The firm most recently closed the $660 million Rose Affordable Housing Preservation Fund VI, dedicated to preserving, improving and greening affordable housing communities across the U.S. The close brought the firm's affordable-housing preservation-fund series above $1.5 billion, and approximately 75% of Fund VI commitments came from repeat investors.

Competitive Landscape and Outlook

The UK platform will enter a market where capital may come from pension funds, insurers and specialist housing investors, as well as RPs using partnerships to overcome borrowing constraints, developers seeking capital partners for affordable components of mixed-income schemes, government-backed vehicles and impact-oriented investors. Affordable housing typically carries a different risk-return profile from conventional multifamily, with income often supported by regulated rents, public subsidy or long-term provider relationships, alongside exposure to regulation, construction costs, building-safety obligations and energy-retrofit requirements.

Jonathan Rose Companies said its model can help support the delivery and long-term affordability of homes in the UK as the pipeline of opportunities is built out in partnership with RPs, developers and institutional investors.
