ANAHEIM, Calif. — Linc Housing celebrated the grand opening of Azure on May 11, completing what the nonprofit developer calls its Homekey Kaleidoscope — a multi-property portfolio of Project Homekey-funded communities that has converted distressed hospitality assets into permanent supportive housing. The Anaheim community, now fully occupied, represents the final chapter in Linc Housing's effort to leverage California's Project Homekey program to expand deeply affordable housing supply.

From Motel Rooms to Permanent Supportive Housing: The Azure Development

Azure's origins trace to a 119-room Studio 6 motel that was first converted into interim housing in 2022. In February 2024, a second phase of redevelopment began under designs by Y&M Architects, with construction led by Sun Country Builders. The property has since been repositioned as an 89-home permanent supportive housing community featuring 67 studio apartments and 20 one-bedroom homes, all serving households earning at or below 30% of the area median income.

The community is named after the Azure butterfly, which Linc Housing describes as a symbol of transformation, rebirth, and embracing change.

The grand opening drew community leaders including Anaheim Mayor Ashleigh Aitken, Councilmember Natalie Rubalcava, Grace Ruiz-Stepter of the Anaheim Housing Authority, Michael Hunn of CalOptima Health, and Lauri Reveles of American Family Housing.

"Azure delivers on the promise of what is possible in Anaheim," Mayor Aitken said. "This community offers the dignity of supportive housing with the empowerment of beautiful surroundings."

Services and Amenities Designed for Stability

Beyond the physical real estate, Azure was designed to support resident well-being through a range of on-site amenities and services. The property includes a community room, case management offices, a central courtyard, community garden, and dog park.

American Family Housing provides wraparound supportive services at the property, including mental and physical healthcare, employment counseling, education support, substance use counseling, and financial guidance. Linc Housing's resident services team supplements those efforts with programs focused on wellness, workforce development, digital equity, and community engagement.

Linc Housing's Homekey Kaleidoscope Portfolio

Azure is the final property in Linc Housing's Homekey Kaleidoscope, a portfolio of Project Homekey-funded communities. The broader portfolio includes Atlas, Linc Housing's newest supportive housing community in South Los Angeles. The Palace provides housing for transition-age youth, many of whom were formerly in foster care. Springhaven is located in Willowbrook.

With Azure now open and fully occupied, Linc Housing has completed its Homekey Kaleidoscope, delivering permanent supportive housing across multiple Southern California communities through an approach that repurposes existing hospitality stock.

One resident story shared in connection with the Kaleidoscope portfolio illustrated the depth of need the communities are designed to address. Resident Michelle, who had previously lived in her car near the Santa Monica Pier before spending more than four years in transitional housing, described moving into Linc's HiFi Collective as a turning point. "I was excited because I finally had a place of my own," she said.
