Lincoln Avenue Communities and Housing Authority of Salt Lake City Break Ground on Erma's at Fairmont Affordable Senior Housing Development

Lincoln Avenue Communities (LAC) and the Housing Authority of Salt Lake City (HASLC) have broken ground on Erma's at Fairmont, a 110-unit affordable senior housing development situated on the edge of Fairmont Park in Salt Lake City's Sugar House neighborhood. HAME, the nonprofit development arm affiliated with HASLC, is serving as development manager on the project, which represents LAC's first ground-up construction in the state of Utah.

The groundbreaking ceremony, held last month, drew community leaders and local officials to mark the start of construction on what HASLC's executive director described as one of the most unusually sited affordable projects in the state.

Project Details: Units, Amenities and Phasing

Erma's at Fairmont will offer a mix of one- and two-bedroom apartments available to seniors earning between 20% and 80% of the area median income (AMI). The development is 100% income-restricted and is located directly across from Fairmont Park, providing residents with access to nearby medical facilities, shopping centers, entertainment venues, recreational areas, transportation hubs and outdoor activities.

Planned communal amenities include a fitness center, community room, bicycle parking, elevator service and structured parking. A second phase of development is planned on the southern portion of the site, which would add a second tower with additional affordable units. Construction on the first phase is expected to be completed by the end of 2027.

High-Value Infill Land Deployed for Affordable Use

The site sits on some of the most expensive land in Utah, according to HASLC, making the project's fully income-restricted structure notable within the broader commercial real estate landscape. The Sugar House neighborhood has experienced significant development pressure in recent years, with rising rents and property values displacing long-term residents.

"This is a very unusual new project," said Daniel Nackerman, Executive Director of the Housing Authority of Salt Lake City and President of HAME. "It is located on some of the most expensive land in Utah, yet it is 100% affordable and is in the epicenter of surrounding elements for the quality of life of our seniors. It also helps with our mayor's goal of lessening gentrification in a very booming neighborhood, where seniors can now stay close to the community they have called home for decades."

The project illustrates a broader trend in which mission-driven capital is targeting scarce, well-located infill land for income-restricted housing rather than fringe or underutilized parcels. U.S. construction material costs rose more than 40% between January 2021 and April 2026, and bank lending for commercial real estate contracted sharply from pre-pandemic averages, making conventional ground-up development increasingly difficult to finance. Tax-credit and public-agency capital structures have remained a more accessible path for affordable housing sponsors navigating complex layered financing.

LAC's National Expansion and Utah Debut

Lincoln Avenue Communities describes itself as one of the nation's fastest-growing developers, investors and operators of affordable and workforce housing. The firm currently operates across 33 states with a portfolio of more than 200 properties comprising over 30,500 units, housing more than 100,000 residents. Erma's at Fairmont is the firm's first ground-up development in Utah, extending a national expansion that has recently included a grand opening in San Antonio, Texas and a groundbreaking in Columbus, Ohio.

The Housing Authority of Salt Lake City is the largest affordable housing provider in the Salt Lake Valley and the largest housing authority in Utah. Salt Lake City and the broader Utah market have faced persistent housing affordability pressure driven by population and job growth, with seniors among the most exposed to rising rents in gentrifying urban neighborhoods. Erma's at Fairmont is positioned explicitly as an anti-displacement tool, allowing income-qualified seniors to remain in a neighborhood where market-rate housing costs have escalated substantially.

The project also reflects a wider pattern in multifamily investment, where structural undersupply of affordable senior units on well-located land is drawing mission-driven developers and public-sector sponsors into partnerships on sites that would otherwise attract market-rate or luxury development. With roughly $600 billion in U.S. commercial real estate loans maturing annually through 2028 and lenders exercising broad caution on new construction exposure, the public-private structure behind Erma's at Fairmont — pairing an experienced national affordable housing developer with the region's largest housing authority — represents one model for getting ground-up affordable projects to the finish line in a constrained capital environment.
