Mill Creek Residential Hires Jack Dellecker as Atlanta Development Managing Director

ATLANTA, July 14, 2026 — Mill Creek Residential has appointed Jack Dellecker as managing director of development in Atlanta, the national rental housing company announced Monday, adding a seasoned Southeast development executive to lead its expansion efforts in one of its priority Sun Belt markets.
In his new role, Dellecker is responsible for overseeing all aspects of the development process in the Atlanta market, including site acquisition, design, entitlements, financing, due diligence and dispositions.
A Decade-Plus of Southeast Development Experience
Dellecker entered the rental housing industry in 2014 and has since been involved in the development of more than 2,300 multifamily homes and approximately 400,000 square feet of office and retail throughout the Southeast, totaling roughly $1 billion in development capitalizations.
He most recently served as vice president of development for Flournoy Development Group, one of the Atlanta area's prominent developers. Prior to that role, Dellecker spent more than 10 years at Carter, where he focused on infill development and public-private partnerships — experience that aligns with the complex urban projects Mill Creek is pursuing in Atlanta's core submarkets.
Dellecker holds a bachelor's degree from the University of Florida Foundation and a Master of Business Administration from Emory University's Goizueta Business School, with an emphasis on real estate and private equity. During business school, he gained additional industry experience at Granite Properties, assisting with office acquisitions and market research.
"Jack's vast experience throughout the Southeast makes him an ideal choice to lead our Atlanta team," said Luca Barber, executive managing director of development in the Tennessee, Georgia and Florida regions for Mill Creek. "Atlanta remains a market where we see tremendous opportunity, and our existing communities there have only reinforced that conviction. We're confident that Jack is the ideal person to drive growth in this region."
Dellecker expressed enthusiasm for the move. "I'm excited to join the Mill Creek family and be part of such a forward-thinking and innovative team," he said. "Mill Creek has established an impressive presence in the region, and I'm eager to help advance the company's strategic development goals in the years ahead."
Mill Creek's Atlanta Footprint and Pipeline
Mill Creek currently operates five Modera-branded communities in the Atlanta area: Modera Old Ivy, Modera Parkside, Modera Reynoldstown, Modera Westside Trail and Modera Decatur. The firm's broader Atlanta presence extends to eight communities under the Modera brand across the metro.
Among the firm's active Atlanta projects is Modera Westside Trail, a 373-unit midrise situated adjacent to the Westside BeltLine Connector at 576 Northside Drive NW in West Midtown, which has entered the preleasing phase. Mill Creek has also advanced plans for a 30-story, 345-unit mixed-use project on the north side of 10th Street in Midtown, which would replace an existing parking lot and add a high-density urban product to the firm's Atlanta portfolio.
National Scale Behind the Atlanta Push
Mill Creek Residential is headquartered in Boca Raton, Florida, and operates across the United States with a presence in markets including Seattle, Portland, the San Francisco Bay Area, Dallas, Austin, Houston, South Florida, Tampa, Orlando, Nashville, Charlotte, Raleigh, Washington, D.C., New Jersey, New York and Boston, among others. As of March 31, 2026, the company's portfolio comprised 150 communities representing more than 42,700 rental homes operating or under construction.
The firm has grown substantially over the past decade — from 54 communities with nearly 15,600 apartment homes in 2016 to its current scale — and has been recognized among the NMHC Top 25 developers and general contractors. Mill Creek operates as a vertically integrated platform encompassing development, construction, operations and investment management. The firm's development team has collectively executed more than $25 billion in transactions and developed over 275,000 rental homes.
The hire of a dedicated Atlanta managing director reflects the firm's broader pattern of building local leadership in its targeted markets, particularly as Sun Belt metros like Atlanta continue to attract corporate relocations and population growth while also navigating elevated supply from a large post-pandemic development wave and tighter construction financing conditions.
