Monday Properties Secures Arlington County Approval for 831-Unit Rosslyn Mixed-Use Redevelopment

Monday Properties has secured Arlington County Board approval for a major site plan amendment that clears the way for a large-scale mixed-use redevelopment in Rosslyn, the firm announced. The approved plan calls for demolishing two 12-story office buildings constructed in 1964 at 1401 Wilson Boulevard and 1400 Key Boulevard and replacing them with twin 27-story multifamily residential towers totaling 831 units on the combined 2.1-acre site.
Project Details and Approved Program
Under the amended site plan, the redevelopment will deliver 831 residential units across two 27-story towers, along with 28,959 square feet of ground-floor retail that includes a full-service grocery store. The project also includes a partially above-grade parking structure. Notably, 52 percent of the site will be reserved as publicly accessible open space, incorporating the start of the planned 18th Street Corridor with terraces, overlooks, and a monumental plaza. The project is targeting LEED Gold certification.
Street-level retail spaces will activate N. Oak Street, Wilson Boulevard, and N. Nash Street. The project team includes Shalom Baranes Associates as architect of record, Parker Rodriguez as landscape architect, and VIKA Virginia as the civil engineering and site design firm.

Alignment With Rosslyn Sector Plan and 18th Street Corridor
Monday Properties stated that the amended site plan preserves the integrity of the previously approved design while optimizing tower placement and retail configuration. The project complies with Rosslyn Sector Plan recommendations for tower separation, open space, and pedestrian connectivity, and upholds the 18th Street Corridor guidelines.
"With this approval, we will be able to deliver the start of the 18th Street Corridor with a landscape rooted in the region's geology with terraces, overlooks and a monumental plaza, while weaving biophilic design throughout to strengthen connections to the natural world and enhance the pedestrian experience," Helmig added. "The approval also ensures Rosslyn gains not just housing, but a more complete neighborhood with the addition of a full-service grocery store further strengthening Rosslyn's retail fabric."
Site Context
The two existing buildings at the site date to 1964. The redevelopment will replace that office stock with high-density residential use on the 2.1-acre site. No construction start date, delivery timeline, or development cost figures were disclosed in connection with the County approval.
Transit Access and Retail Strategy
According to Monday Properties, Rosslyn sits above three Metrorail lines and is connected to five major interstates. The area offers walkable access to the Potomac River, bike and pedestrian trails, and urban amenities, as well as connectivity to Georgetown and the broader DC region.
The inclusion of a full-service grocery store as the retail anchor is described by the firm as addressing a gap in Rosslyn's retail fabric. The 28,959 square feet of ground-floor retail is designed to animate multiple street frontages across the site.
