The NHP Foundation, Capital A Housing and the Austin Housing Finance Corporation have opened Seabrook Square I, a 204-unit affordable rental housing community in East Austin designed to serve individuals and families earning between 30% and 60% of the area median family income.

The grand opening, celebrated July 21, marks the completion of the first phase of a two-phase development at 2210 Pershing Drive. Residents have already begun moving into the community, which spans two buildings — one five stories and one four stories — on a roughly three-acre site acquired by the Austin Housing Finance Corporation using voter-approved affordable housing bond funds.

Project Overview and Design

Seabrook Square I offers studio, one-, two-, three-, and four-bedroom apartment homes. The development includes 237 structured parking spaces, a community room, fitness center, bicycle parking, clothes care center, and a landscaped courtyard. The property also features approximately 3,000 square feet of commercial space reserved for neighborhood-serving organizations and businesses, an art plaza, and cultural gathering spaces.

Ten live-work residences have been set aside for East Austin artists, an element the development team describes as an effort to preserve the area's longstanding creative culture. The project is named in honor of Dr. John Jarvis "J.J." Seabrook, a respected educator, pastor, and community leader, and is intended to reflect the history and identity of the surrounding neighborhood.

Public Land, Bond Financing and Competitive Selection

The Austin Housing Finance Corporation acquired the site using voter-approved affordable housing bond funds before selecting The NHP Foundation, Capital A Housing, and Integral Care through a competitive process. The use of publicly controlled land and layered public financing distinguishes the project from conventional private multifamily development and reflects a broader policy approach by the City of Austin to direct subsidized housing toward centrally located neighborhoods.

Conor Kenny, Principal at Capital A Housing, said the project demonstrates that deeply affordable housing can be built with the amenities and design quality typically associated with higher-priced developments. Phase II and Supportive Housing

Seabrook Square I is the first phase of a larger vision for the site. A second phase, Seabrook Square II, is planned to add 60 permanent supportive housing units on the same property. Integral Care, a Travis County-based organization that provides services for adults and children living with mental illness, substance use disorder, and intellectual and developmental disabilities, is involved as a partner in the broader campus plan.

The development offers convenient access to downtown Austin, schools, employment centers, and public transportation. East Austin has faced sustained displacement pressure as housing costs have risen, and the project is explicitly framed as an effort to help longtime residents remain in the city.
