Sixth Street Commits Over £1 Billion to Scale PPHA Affordable Housing Platform Across UK in Partnership with HSPG

Global investment firm Sixth Street announced April 20, 2026, that it has entered a strategic partnership with HSPG, a specialist social and affordable housing investor, to invest more than £1 billion in Park Properties Housing Association (PPHA), a For-Profit Registered Provider, to accelerate the delivery of affordable homes across the United Kingdom.

Under the terms of the partnership, Sixth Street will provide the majority of the equity capital, while HSPG will continue to lead the strategic direction, asset management, and growth of PPHA's platform alongside the organization's existing management team.

Partnership Structure and Investment Scope

PPHA intends to deploy the capital to deliver high-quality, new-build homes across all affordable tenures, including Affordable Rent, Social Rent, Shared Ownership, and Grant-Led Additionality, with a focus on areas of greatest housing need. The organization currently holds a contracted pipeline of approximately 1,100 homes and has identified more than 4,000 additional homes for inclusion in its growing portfolio.

PPHA was acquired by HSPG in 2020 and has since delivered more than 2,000 homes with a combined open market value exceeding £700 million. The platform operates as a vertically integrated provider, partnering with blue-chip housebuilders and SME developers to acquire Section 106 properties — units set aside for affordable use under planning agreements. PPHA holds Homes England Investment Partner status, providing access to government funding streams.

Historically concentrated in the South East and West Midlands, the new partnership is expected to bring a nationwide scope to PPHA's acquisition and development activity.

The partnership reflects a broader trend of large institutional investors directing long-term capital toward affordable housing platforms in the United Kingdom. For-Profit Registered Providers such as PPHA have emerged as a vehicle for deploying institutional equity into a sector historically reliant on public funding, with the model allowing private capital to operate within the regulatory framework of the UK's registered provider system.

Sixth Street manages more than $130 billion in assets under management and committed capital globally. The firm's London-based real estate team will work alongside HSPG's specialist affordable housing expertise to expand PPHA's capacity. HSPG also operates a second platform, Seahorse, which focuses on social housing for vulnerable individuals and families.

Brand Refresh and Platform Expansion

As PPHA enters its next phase of growth, the organization plans to unveil a new brand identity reflecting its strengthened market position and expanded national ambition. The rebranding signals a repositioning from a regionally concentrated operator to a scaled, institutional-quality platform operating across the UK.
