The NRP Group, Selfhelp Realty Group and Foxy Management Break Ground on 229-Unit Affordable Senior Housing Development at Sol on Park in the Bronx

NEW YORK — The NRP Group, Selfhelp Realty Group and Foxy Management have broken ground on Sol on Park, a 229-unit, 100% affordable senior housing development at 3728 Park Avenue on the Morris Houses campus in the Bronx. The September 29, 2026 groundbreaking was joined by Mayor Zohran Kwame Mamdani, Deputy Mayor Leila Bozorg, the New York City Housing Authority (NYCHA), and multiple city agencies. The project carries a total development cost of approximately $212 million and is expected to welcome its first residents in early 2029.

Project Overview: Sol on Park at Morris Houses

Rising 18 stories at 3728 Park Avenue in the Bronx, Sol on Park will deliver 229 affordable senior apartments across approximately 202,790 square feet of gross building area. The development is structured as Affordable Independent Residences for Seniors and is 100% affordable, with no market-rate units.

The 229 homes are allocated across three resident groups: 80 apartments are reserved for existing NYCHA residents living at Morris Houses I and II; 69 apartments are set aside for formerly homeless seniors; and 79 apartments will be made available through the Housing Connect lottery for low- and middle-income seniors. One additional unit is designated for a superintendent.

The project also includes more than 8,000 square feet of community space, a pedestrian plaza and a new, fully accessible space for the Morris Houses Resident Association. On-site health and social services will be provided through partnerships with Union Community Health Center and Green Bronx Machine's National Health & Wellness Center.

Magnusson Architecture and Planning designed the building to LEED Platinum and Passive House standards. The development is also pursuing ENERGY STAR and Fitwel Level 3 certifications, reflecting a high-performance, energy-efficient design intended to support resident health and reduce energy consumption.

Transfer of Assistance: NYC's Largest Application to Date

Sol on Park represents the largest use of New York City's Transfer of Assistance program to date. The financing mechanism allows NYCHA, the Department of Housing Preservation and Development (HPD) and the Housing Development Corporation (HDC) to leverage underutilized public land to create new, permanently affordable housing. HUD Section 18 disposition approval enabled NYCHA to enter the public-private partnership, conveying a portion of the Morris Houses campus to Sol on Park LLC for construction of the new building.

The structure allows current NYCHA residents to voluntarily relocate into newly constructed, accessible apartments, potentially freeing their former units for future public-housing occupancy. The 80 apartments reserved for Morris Houses seniors are the central feature of the Transfer of Assistance arrangement. The project was financed in part through HPD's SARA program.

"Sol on Park is an excellent example of how we can leverage underutilized land on NYCHA properties and innovative tools like Transfer of Assistance to deliver brand-new, modern, and permanently affordable homes for seniors," said NYCHA Chief Executive Officer Lisa Bova-Hiatt. "We are investing in the Morris Houses community by reserving 80 apartments for existing residents and providing a brand new space for the Resident Association in the new 18-story building."

The Mamdani administration and NYCHA plan to expand the use of the Transfer of Assistance program through the administration's broader Block by Block housing plan, which also includes what the administration describes as the largest capital investment in NYCHA in recent history.

Development Partners and Their Roles

The NRP Group, Selfhelp Realty Group and Foxy Management are serving as co-sponsors on the development. The project marks The NRP Group's first development in New York City.

Selfhelp Realty Group, whose mission centers on serving older adults, emphasized the project's integrated service model. "Sol on Park reflects our commitment to building deeply affordable housing with on-site services so older adults can age with dignity in the community they call home," said Selfhelp Realty Group Executive Director Lisa Trub.

For Foxy Management, Sol on Park is the firm's sixth senior housing project. "As Foxy's 6th senior housing project, Sol on Park reflects Foxy's continued efforts to work with best-in-class partners to provide meaningful, service-enriched housing for our city's most vulnerable residents," said Foxy Development Principal Jeff Fox.

The development team was selected in 2022 through the Seniors First Kingsborough and Morris Houses request for proposals. The project has grown materially since its initial proposal, which described a 195-home, 15-story building; the current program stands at 229 homes across 18 stories following design, environmental review and financing.

City Officials and Community Response

"New Yorkers are facing a housing crisis, and we have no time to waste," said Mayor Mamdani at the groundbreaking. "Sol on Park shows what is possible when we invest in NYCHA and use every tool available to build affordable homes."

HPD Commissioner Dina Levy noted the project's dual focus on housing and services. "Not only will the project create more than 225 affordable homes for seniors, including current NYCHA residents and formerly homeless seniors, it will also provide social services and a new health and wellness center," Levy said.

Bronx Borough President Vanessa L. Gibson credited the breadth of the partnership. "Sol on Park serves as a blueprint for how we build deeply affordable and quality housing that enables our older adults to age in place with the dignity and respect that they deserve," Gibson said, thanking Mayor Mamdani, NYCHA, HPD, HDC, The NRP Group, Selfhelp Realty Group and Foxy Management by name.

Morris Houses Resident Association President Regina Carter, whose organization will receive a new dedicated space in the building, expressed support for the project. "More affordable, safe, and secure senior housing is what we needed, and it is exactly what they will deliver," Carter said. "I cannot wait to see our ideas put into practice."

Sol on Park also fits within the Mamdani administration's Land Inventory Fast Track (LIFT) initiative, which the mayor launched on his first day in office to identify publicly owned sites and accelerate housing development. The administration's LIFT Tracker, launched in July 2026, tracks work to create more than 50,000 new homes across more than 100 active sites citywide. Construction at Sol on Park is underway, with pre-leasing and early move-ins scheduled for early 2029.
