High Street Residential (HSR), the residential subsidiary of Trammell Crow Company (TCC), has broken ground on a 369-unit mixed-use, transit-oriented apartment community in Beaverton, Oregon, the firm announced. The project — one of the largest multifamily groundbreakings in the Portland metro in recent years — is being developed through a joint venture with SCOA Real Estate Partners and Lease Crutcher Lewis, with apartments expected to begin delivering in summer 2027.

Project Overview: Mixed-Use Development in Cedar Hills

The development is situated on a 5.82-acre site between Southwest Wilshire Street and Park Way in Beaverton's Cedar Hills neighborhood. The project will replace a portion of the Cedar Hills Shopping Center and its underutilized surface parking with a high-density, transit-connected community comprising three four- and five-story buildings. In addition to the 369 residential units, the development will include 5,040 square feet of ground-floor retail designed to activate the surrounding area.

Residences will range from studios to three-bedroom units, spanning 483 to 1,528 square feet. LRS Architects designed the community with a European farmhouse aesthetic, while Lease Crutcher Lewis is serving as general contractor, employing a mix of flat and gable roof forms and a varied material palette intended to create a village feel across the three-building site.

The development team is pursuing Fitwel certification. Amenity offerings include an indoor/outdoor fitness area with a spa, outdoor sauna and cold plunge, a residents-only speakeasy and sports bar, a community greenhouse, a sports simulator, and co-working space with conference rooms.

Transit-Oriented Location

The site's location underpins the project's transit-oriented positioning. Residents will have access to a pedestrian bridge connecting to the Sunset Transit Center, which provides MAX Light Rail service into downtown Portland and surrounding employment clusters. The development is also proximate to Cedar Hills Crossing, Highway 26, and Highway 217.

Beaverton is home to global employers including Nike and Intel, and is widely recognized as a hub of Portland's western suburbs. TCC cited the submarket's diverse employment drivers, established transit infrastructure, and proximity to the region's major innovation corridors as central to its investment rationale.

Market Context

TCC framed the groundbreaking as a response to what it characterized as a favorable supply-demand imbalance in the Portland metro multifamily market. The Portland metro area is home to more than 2.5 million people and, according to the firm, is entering a new growth cycle supported by renewed in-migration, a diverse economy, and a highly educated workforce.

"We don't think there's ever been a better time — or a more compelling reason — to build apartments in the Portland metro," said Damin Tarlow, Principal with TCC. "Supply is at historic lows relative to demand, and new construction has been muted for several years, while the metro's diverse economy and world-class livability continue unabated. This development reflects our long-standing belief in Portland's fundamentals, and we're excited to get started."

TCC also noted that Portland continues to offer a more affordable value proposition compared with peer West Coast markets such as Seattle and San Francisco, a dynamic it says supports both renter demand and new development feasibility.

Joint Venture Partners and Project Team

The joint venture includes HSR as lead developer alongside SCOA Real Estate Partners and Lease Crutcher Lewis. The broader project team includes CID Design Group (interior design), Lango Hansen Landscape Architects P.C. (landscape architecture), Humber Design Group, Inc. (civil engineering), Froelich Engineers, Inc. (structural engineering), Tenor Engineering Group (acoustics), and MKE & Associates (MEP engineering).

No financial terms, including total project cost, loan amount, or equity contributions, were disclosed in connection with the groundbreaking announcement.
