Vista Residential Partners Plans 268-Unit Multifamily Development Along Hillsborough River in Tampa

TAMPA, Fla. — Vista Residential Partners, an Atlanta-based multifamily developer, has announced plans to develop River Vista, a 268-unit market-rate residential community situated on a 16.9-acre infill site along the Hillsborough River in eastern Tampa, Florida. The announcement, made Feb. 18, 2026, comes with zoning and site plan approvals already in place and a $19 million mezzanine loan secured to support the project's capitalization.
The development is located at 4504 Clewis Ave. in Hillsborough County and will span approximately 265,096 net rentable square feet across ten buildings. Additional details regarding building height, unit mix, and unit specifications were not disclosed in the announcement.
Site Location and Connectivity
The elevated site overlooks the Hillsborough River along its western boundary and is positioned within close proximity to several of the region's primary transportation corridors, including SR-301, SR-41, I-4, and I-75. The project sits approximately 1.25 miles from I-75 and within 1.5 miles of multiple major transit routes, providing regional access throughout the Tampa Bay area.
According to Vista Residential Partners, River Vista's location allows for direct connectivity to downtown Tampa within approximately ten minutes and offers access to major employment centers across Central Florida, including Orlando, St. Petersburg, and Sarasota. The site is also located near destination entertainment venues such as the Florida State Fairgrounds and the Hard Rock Hotel and Casino, as well as a concentration of regional employers and higher education institutions.

Project Amenities and Design
River Vista's site plan incorporates a 3.7-acre park featuring oak hammocks, walking trails, a dog park, and boardwalk overlooks of the Hillsborough River.
"River Vista gives us the opportunity to thoughtfully reinvest in a growing part of Tampa and bring new housing to a region that has been underserved for years," Daniel said.
Scott Henley, CEO of Vista Residential Partners, described the project's development philosophy in the announcement. Financing and Development Status
The project's $19 million mezzanine loan was arranged by JLL, with Brian Gaswirth and Michael Romero leading the capital markets assignment. Crow Holdings served as the mezzanine lender. The full loan stack and total project capitalization were not disclosed.
With zoning and site plan approvals secured, Vista Residential Partners described the project as having a streamlined path toward construction. No construction start date or project completion timeline was announced. The firm has not disclosed target rents or projected occupancy figures.
