Ability Housing, Inc. has broken ground on Village at Pine Hills, a 96-unit affordable apartment community located at 5121 North Pine Hills Road in Orlando, Florida, as the Greater Orlando area continues to grapple with one of the most severe affordable housing shortages in the country.

The groundbreaking took place on September 3, 2026, at the roughly nine-acre site in the Pine Hills submarket of northwest Orlando. National Equity Fund served as the equity partner on the transaction, providing Low Income Housing Tax Credit syndication support for the development.

Project Details and Affordability Structure

Village at Pine Hills will comprise three three-story residential buildings offering a mix of one-, two-, and three-bedroom apartments. All 96 units will be income-restricted, with rents set according to HUD area median income tables. The affordability structure is deeply tiered: four units are reserved for households at or below 22% of AMI, 16 units at or below 30% AMI, four units at or below 40% AMI, and the remaining units at or below 60% AMI.

The total development cost for Village at Pine Hills is approximately $35.7 million, or roughly $372,000 per unit. The project is expected to take nearly two years to complete, with leasing targeted to begin approximately one year after the groundbreaking, pointing to initial occupancy in late 2027 and full delivery in 2028.

Supportive Services and Amenities

Beyond affordable rents, residents of Village at Pine Hills will have access to a range of on-site supportive services, including primary and behavioral health care, individualized case management, and employment training. The development's programming reflects a broader model of combining affordable housing with wraparound services intended to support resident stability.

Planned physical amenities include a clubhouse and community center, a computer lab and library, flexible spaces for workshops and events, a recreation lawn, a playground, and a pavilion.

Orlando's Affordable Housing Crisis

The project arrives at a moment of acute housing need in the Orlando metro. The National Low Income Housing Coalition's data shows the Orlando–Kissimmee–Sanford metropolitan area has only 13 affordable and available rental homes for every 100 extremely low-income renter households — a figure that places the region among the most constrained affordable housing markets in the nation. That shortage means roughly 87 out of every 100 extremely low-income families in the metro lack access to an affordable, available unit.

At 96 units, Village at Pine Hills represents a targeted addition to Orange County's affordable housing stock. The Pine Hills neighborhood, situated in northwest Orlando, is among the areas where demand for income-restricted housing is concentrated.
