LA PINE, Ore. — The Foundation for Affordable Housing has completed Phase I of Wickiup Station, a new affordable multifamily development at 52695 Drafter Road in the Wickiup Junction area of La Pine, Oregon, delivering 39 income-restricted apartments to a rural market facing a persistent shortage of affordable housing options.

The three-story, 46,847-square-foot building began welcoming residents in summer 2026, with leasing applications opening in late May at a public event held at the La Pine American Legion. Ten of the 39 units are reserved for veterans, and all apartments are restricted to households earning between 30% and 60% of the area median income. The unit mix includes one-, two-, and three-bedroom floor plans, with advertised rents starting in the low $700s per month.

Project Design and Amenities

The Foundation for Affordable Housing, a Bend-based nonprofit developer, partnered with LRS Architects on the building's design, which the team describes as industrial modern with wood accents intended to reflect La Pine's historical ties to the timber industry. The development team preserved existing trees on the previously scrub-covered, flat site in keeping with what the developer characterized as the community's values around nature and open space.

Residents have access to a large community room, game rooms, a fitness area, a playground, and raised-bed gardens. Onsite management is provided by Cascade Management, an Oregon-focused affordable housing operator experienced in income-restricted lease-up and Low-Income Housing Tax Credit compliance.

Supportive services are available through Embrace Resident Services, the Foundation for Affordable Housing's nonprofit arm, which provides programs ranging from after-school and arts activities to job training and medical service referrals aimed at helping residents build stability and community connection.

Phased Development Pipeline

Phase I represents the first of three planned phases on the Drafter Road campus. Phase II, targeted for summer 2027, is expected to add 41 additional apartments focused on family housing. Phase III, targeted for 2028, is planned to include 21 senior living apartments. At full build-out, the Wickiup Station campus would total 101 units serving families, seniors, and veterans at 30–60% of area median income.

National Equity Fund, a mission-driven tax credit equity investor, participated in the financing of Phase I.

Market Context

La Pine, located in Deschutes County in Central Oregon, has seen rising rents and limited affordable housing inventory in recent years. Local coverage of the project noted an expanding veteran population in the area, making the 10 veteran-priority set-aside units particularly relevant to community needs. Project partners have described Wickiup Station Phase I as a critical addition to the region's affordable housing supply, with early indicators pointing to strong initial demand and a rapid lease-up pace.

The Foundation for Affordable Housing described the completion of Phase I as a milestone in its broader mission to expand access to affordable housing across rural Oregon, with the remaining two phases expected to extend that impact through 2028.
