BROOMFIELD, Colo. — The Broomfield Housing Alliance and BlueLine Development celebrated the grand opening of The Grove at Cottonwood on Sept. 2, 2026, adding 40 affordable rental homes to a Broomfield, Colorado market where demand for accessible, supportive housing far exceeds available supply.

The community, located at 1355 Cottonwood Street, Broomfield, CO 80020, spans three buildings and offers one- and two-bedroom apartments for households earning between 30% and 60% of area median income. The project is designed around independent living for adults with intellectual and developmental disabilities, incorporating trauma-informed design principles intended to promote dignity, accessibility, and belonging.

A Collaborative Development Years in the Making

The Grove at Cottonwood was developed by the Broomfield Housing Alliance in partnership with BlueLine Development. The project entered city land-use review as early as 2023 and required a broad network of public and private partners to reach completion. Residents began moving into their new homes on Aug. 13, 2026, ahead of the formal grand opening celebration.

The development drew support from an extensive list of organizations and capital sources, including Caddis Collaborative, Deneuve Construction Services, FRIENDS of Broomfield, Imagine!, New Communities Law, Winthrop & Weinstine P.A., Given and Associates Inc., Shalls Design Studio, R Design Landscape Architecture, Colorado Housing and Finance Authority, Colorado Department of Local Affairs, the City and County of Broomfield, Impact Development Fund (CDFI), RBC Community Investments, Chase Bank, Hilltop National Bank, MEP Engineers, Bowman, Ryan Jones Consulting, and the Boulder-Broomfield HOME Consortium.

Gina Coufal, Founder and CEO of FRIENDS of Broomfield, described the collaborative process at the grand opening. "I am grateful for the Broomfield Housing Alliance Board and staff for listening to FRIENDS of Broomfield and members of this community about their needs and thoughtfully considered how to meet them," Coufal said. "From Caddis to BlueLine to Deneuve, they showed a real passion for building something that would not only provide affordable, safe housing, but ensured the residents at the Grove would be supported and welcomed as members of the community. We are so grateful they committed to do the work and make it a reality."

Addressing a Critical Gap in Specialized Affordable Housing

The Grove at Cottonwood is a service-enriched housing asset designed for a specific resident population rather than a conventional market-rate lease-up. Its income targeting — households earning 30% to 60% of AMI — and its focus on adults with intellectual and developmental disabilities place it in a segment of the affordable housing market where the pipeline of new supply has historically been constrained.

Demand for units at the property significantly exceeds available inventory, underscoring the urgency that community leaders and advocates attached to the project's delivery. The development addresses a critical need for safe, affordable housing options across Colorado, with an emphasis on inclusive design and support for resident independence.

The community is now leasing and accepting applications through BlueLine Development's website.

Broomfield Multifamily Context

The opening arrives as the broader Denver-area multifamily market continues to absorb a significant volume of new supply. Broomfield ranked among the largest submarkets under construction in the Denver region earlier in 2026, with approximately 1,726 units underway as of January 2026. That broader supply pressure has contributed to a more competitive leasing environment across the metro.

For The Grove at Cottonwood, however, the market dynamics differ from conventional multifamily. The property's mission-driven occupancy model, layered public and private financing structure, and focus on a specific resident population insulate it from the broader lease-up competition facing market-rate projects in the submarket.

BlueLine has been active in the affordable housing segment across the Denver metro. The firm's portfolio includes Residences on Acoma, a 128-unit affordable community in Denver also targeting households earning 30% to 60% of AMI.

Grand Opening and Next Steps

The Sept. 2 grand opening drew community leaders, housing advocates, residents, families, and service providers to mark the completion of the project. The celebration highlighted the multi-year collaborative effort among community organizations, local government, and private capital partners that brought The Grove at Cottonwood to fruition.

With residents already in place and leasing underway, the opening marks the transition from construction completion to occupancy stabilization for the three-building community in Broomfield's Northmoor Estates area.
