CBRE Arranges $81 Million Construction Loan From Western-Southern Life Insurance Company for 299-Unit Charlotte Multifamily Project
CBRE has arranged an $81 million construction loan for Sutherland at Piper Glen, a 299-unit multifamily development underway in Charlotte's Piper Glen neighborhood, the firm announced. The financing was provided by Western-Southern Life Insurance Company and secured on behalf of a consortium of investors led by RK Investors.
Financing Team and Loan Details
The financing was arranged by Nate Sittema, Kristen Reilley and Elliott Voreis of CBRE's Debt & Structured Finance team. The $81 million loan works out to approximately $270,903 per unit, based on the disclosed loan amount and the project's 299 units.
"This development is a truly transformational opportunity in this high barrier to entry South Charlotte micro location," said Sittema, Vice Chairman at CBRE. "Marrying up the right capital stack to best access the underlying demographics and long-term growth prospects of this location was paramount. The project's connectivity to major retail amenities and the regional greenway network helped differentiate the opportunity to drive interest among a competitive and creative lender pool."
Sutherland at Piper Glen Development Plans
Sutherland at Piper Glen is under construction at 9621 Elm Lane. The project will feature four five-story apartment buildings built atop a single-story parking podium. The community is part of Greenway at Piper Glen, a new master-planned development by RK Investors in South Charlotte.
Upon completion, residents will have access to gated entry, covered parking, a fitness center, bike storage, coworking spaces, a dedicated golf simulator room, a game room, a swimming pool, a fire pit, grilling areas, a pet wash station and a coffee bar.
The property will offer direct pedestrian access to the Four Mile Creek Greenway and walkable access to the Trader Joe's-anchored Shops at Piper Glen. It also connects to the Charlotte-Mecklenburg greenway system, including the Lower McAlpine and McMullen Creek Greenways and the Cross Charlotte Trail network. Leasing is expected to begin in fall 2027, with first units scheduled for delivery in March 2028.
Charlotte Multifamily Market Context
The financing comes as Charlotte's apartment market works through a period of elevated supply. In the third quarter of 2026, the market recorded 9,284 units of trailing-12-month completions, while absorption fell to 7,441 units and vacancy rose to 6.0%. Approximately 16,836 units were in the pipeline, equivalent to roughly nine quarters of absorption at the trailing pace, and units under construction represented 6.4% of existing inventory.
Average rent in Charlotte was $1,547, down 0.4% year over year and 3.8% below the third-quarter 2022 peak. Average multifamily cap rates rose to 5.35%, up from a low of 4.36% in the first quarter of 2022.
There were signs of stabilization earlier in the year. Colliers reported that more than 5,000 units were absorbed during the second quarter, roughly keeping pace with deliveries, while construction activity moderated. The firm cited population growth, corporate relocations and employment gains as continuing sources of apartment demand. Through the first half of 2026, Charlotte multifamily investment totaled approximately $552 million, down 11.3% from the same period in 2025.
Insurance-Company Capital and Project Timing
Completions in Charlotte declined 45% year over year to 9,284 units on a trailing basis, as the construction pipeline contracted. Sutherland at Piper Glen is scheduled to deliver its first units in March 2028.
The transaction illustrates the role of insurance-company capital in funding multifamily construction. Western-Southern Life Insurance Company provided the construction financing for the project, which RK Investors is developing within its Greenway at Piper Glen master plan.
