Lendlease and Peabody Plan 15,000 Homes at Thamesmead Waterfront After UK Government New Town Designation
The UK Government has named Thamesmead Waterfront as one of seven proposed locations for its next generation of New Towns, lending formal backing to a large-scale real estate development project led by Lendlease and Peabody that would deliver up to 15,000 new homes in southeast London.
The announcement, confirmed March 23, 2026, recognizes the site's capacity to accommodate new housing alongside jobs, schools, transport links, and green spaces, positioning it as one of the UK's largest regeneration opportunities. The two developers are bringing forward proposals across 100 hectares of brownfield land in the SE28 postcode.
Thamesmead Waterfront Real Estate Development
The masterplan envisions a mixed-use neighbourhood featuring two kilometres of river frontage, new parks, and a regenerated town centre.
Ed Mayes, Executive Director of Development at Lendlease, said the project represents one of the UK's largest regeneration efforts. "At Thamesmead Waterfront we're in the process of unlocking one of the UK's largest regeneration projects, which will deliver thousands of new homes, jobs and community spaces for local people. We welcome this announcement from Government and the designation of Thamesmead as a New Town. We look forward to working with all stakeholders to ensure that Thamesmead Waterfront meets its full potential," Mayes said.
John Lewis, Executive Director of Sustainable Places at Peabody, described the project's potential impact. "Thamesmead Waterfront has enormous potential to be a thriving new town for London. Creating 15,000 new homes, thousands of jobs, and outstanding outdoor spaces, it's set to have a transformational impact — locally, regionally and nationally. We will respond fully to the consultation, while continuing our work with partners to plan for a sustainable, well-connected and distinctive riverside destination, with nature, culture and leisure at its heart," Lewis said.
Transport Connectivity Remains Central to Unlocking Development Potential
A key constraint facing the Thamesmead Waterfront project is the area's lack of rail access. SE28 is currently the only postcode in London without a train or Underground station, making transport infrastructure a prerequisite for realizing the site's full development potential. Both Lendlease and Peabody continue to work with Transport for London and other stakeholders to advance a proposed Docklands Light Railway extension to the area.
New Towns Programme
The Government's proposed New Towns programme is designed to build well-connected communities with homes, transport, green space, and essential services planned from the outset. Thamesmead is one of seven shortlisted locations nationally.
The Thamesmead project also forms part of Lendlease's wider conditional joint venture with The Crown Estate, which is focused on delivering sustainable, inclusive places with long-term community benefits, according to the firm.
The partners at Thamesmead Waterfront have indicated they will continue progressing plans that support long-term community benefit, economic opportunity, and high-quality placemaking for Thamesmead and the wider region.
