SUFFOLK, Va. — Matan Companies and Rockefeller Group have officially completed Buildings 1 and 2 at Port 460 Logistics Center in Suffolk, Virginia, and have begun vertical construction on Building 3, a 1,048,711-square-foot distribution facility that the developers say will have no direct competitors immediately available in the Mid-Atlantic upon delivery.

The milestone was celebrated July 21 at a ceremony attended by more than 75 guests, including Suffolk Mayor Mike Duman, Port of Virginia CEO and Executive Director Sarah McCoy, and Rockefeller Group's Nick Salameda.

Buildings 1 and 2: Phase One Deliveries

The two completed buildings at 2925 Pruden Boulevard total approximately 585,640 square feet of Class A industrial space. Building 1 spans 339,150 square feet and Building 2 comprises 246,490 square feet. Both are constructed with tilt-up concrete wall panels and seven-inch slabs engineered to support heavy racking and industrial equipment. The buildings are available for lease or sale.

The broader Phase 1 program encompasses 2.4 million square feet across five buildings, with a total projected cost of $420 million. Phase 2 is planned to add an additional 2.6 million square feet, bringing the full campus buildout to approximately 5 million square feet across roughly 540 acres zoned M-2 Heavy Industrial. Suffolk City Council approved the rezoning in October 2023 following a two-year entitlement process.

M+H Architects served as architect on the project, and Clancy & Theys served as general contractor.

Mayor Duman, who noted that the project was approved nearly four years ago, described the transformation at the ceremony. "I stand here today almost four years to the day since we approved this project and I've had the privilege of watching this project from the beginning and its amazing transformation into what we see here today… two amazing, completed buildings with construction activity being done throughout the property on the remaining buildings these companies have planned," he said.

Building 3: Vertical Construction Underway

The tilt-up of wall panels for Building 3 — the largest planned structure in the park — marked the formal start of vertical construction at the ceremony. At 1,048,711 square feet, the building is designed as a Class A distribution center and is targeted for delivery in the first quarter of 2027.

Nick Salameda of Rockefeller Group framed the significance of the milestone. "At this exciting milestone, the tilting of the walls marks the vertical construction start for the largest building in the park — a building, that when delivered, will have no direct competitors immediately available anywhere in the Mid-Atlantic," Salameda said. "This building reaffirms Rockefeller Group and Matan Companies' commitment to delivering the best possible project right here in Suffolk and all throughout the Mid-Atlantic."

Port of Virginia Ties and Economic Context

Port 460 is positioned to serve logistics operators seeking proximity to the Port of Virginia, which is executing a $1.4 billion capital investment program to expand berths, deepen channels, and enhance rail connections. The campus sits at the intersection of US-460 and US-58, providing direct highway access to Hampton Roads terminals.

Sarah McCoy, CEO and Executive Director of the Port of Virginia, connected the development to the port's broader infrastructure strategy at the ceremony. "It's extremely rare to see a development of this size that has taken such a mindful approach and a focus on the details. The developers have taken a cohesive community approach strategy, relying on local trades, local vendors, and local businesses on everything that you see and I'm proud to have Port 460 as a key component of our $1.4 billion investment in Virginia's port," McCoy said.

The full buildout of Port 460 Logistics Center is projected to support more than 2,000 construction jobs and up to 9,000 long-term jobs, according to rezoning and entitlement documentation.

Additional Phase 1 Activity

LTL carrier A. Duie Pyle has purchased a 43-acre site within Port 460 to develop Building 5, planned as an LTL service center and warehouse with a targeted completion in the second quarter of 2027. The five buildings comprising Phase 1 will collectively deliver 2.4 million square feet upon completion.

The joint venture behind Port 460 includes Matan Companies and Rockefeller Group, along with institutional capital partners Mitsubishi Estate New York, Chuo Nittochi, and Taisei USA LLC.
