MCB Real Estate Names Ryan Homes and NVHomes as Homebuilders for $2.7B VIVA White Oak Development in Silver Spring

MCB Real Estate has selected Ryan Homes and NVHomes as the homebuilders for VIVA White Oak, a $2.7 billion mixed-use development in Silver Spring, Maryland, the firm announced Aug. 4. The partnership was revealed alongside news that the Montgomery County Council had approved up to $420 million in Tax Increment Financing bonds for the project, clearing what MCB Real Estate described as the final legislative hurdle before construction can begin.

TIF Bond Approval Unlocks 280-Acre Silver Spring Site

The $420 million in TIF bonds will fund the public infrastructure required to bring the 280-acre site to vertical construction readiness, including roads, utilities, water and sewer connections, and soil remediation. The site sits adjacent to the FDA's White Oak campus and Adventist HealthCare's White Oak Medical Center in the White Oak submarket of Silver Spring.

MCB Real Estate and Montgomery County will move into closing the bonds over the coming months, with site work expected to begin as early as this fall. The project has been approved for up to 12 million square feet of development.

Because of their support, Viva White Oak will rise upon this foundation: a mixed-use district and destination unlike anywhere else, with jobs people can build a life on, housing that meets a real and pressing need, and a magnetic community gathering destination."

Ryan Homes and NVHomes to Lead Residential Component

The addition of Ryan Homes and NVHomes to the project brings national homebuilding experience to VIVA White Oak's residential offering. MCB Real Estate said the partnership is intended to expand homeownership opportunities in the East County community. The project will also include thousands of new residential units.

The residential component is part of a broader mixed-use program that includes a Costco-anchored retail center with a grocery component and a 30-acre Innovation Campus targeting life sciences and biotech tenants. The project's location within an established life sciences and healthcare corridor — anchored by the FDA White Oak campus and Adventist HealthCare's White Oak Medical Center — has drawn early interest from retailers and firms seeking a presence in East County, according to MCB Real Estate.

Innovation Campus and Town Center at the Core

At the center of the development, an Innovation Campus and Town Center will combine lab, office, research, and collaboration space with retail, dining, and green space. The site's adjacency to the FDA White Oak campus and a growing base of research, healthcare, and innovation employers positions VIVA White Oak within one of the Washington metro area's more concentrated life science and biotech corridors. Large master-planned developments combining residential, retail, and innovation space have gained traction in markets where institutional anchors provide a stable demand base for office and lab users.

Projected Economic Impact

MCB Real Estate projects that VIVA White Oak will generate more than 19,000 construction jobs and over 9,000 permanent jobs at buildout. The firm also estimates the development will produce approximately $60 million in annual revenue for Montgomery County once complete.

MCB Real Estate, founded in 2007 and headquartered in Baltimore, Maryland, manages a nationwide portfolio of approximately $4 billion in assets under management totaling roughly 22 million square feet, with nearly six million square feet in its development pipeline. Property types in the firm's portfolio include industrial, office, retail, mixed-use, multifamily, and healthcare.
