Mercy Housing California Marks Grand Opening and Groundbreaking for 140-Unit Cypress Lane Apartments in Paradise

PARADISE, Calif. — Mercy Housing and Community Housing Improvement Program (CHIP) marked a dual milestone in Paradise on April 17, celebrating the grand opening of Cypress Lane Family Apartments and breaking ground on Cypress Lane Senior Apartments — a combined development that will deliver 140 affordable homes to a town still recovering from the 2018 Camp Fire.
The joint event drew community leaders, partners, and residents to mark what organizers described as meaningful progress in Paradise's long-term rebuilding effort. Together, the two Cypress Lane communities represent a significant affordable housing addition to the area since the Camp Fire. While thousands of homes have been reconstructed in the town since the fire, affordable housing has remained in short supply — a gap that the Cypress Lane communities are designed to help close.
Development Details: Two Communities, One Vision
Cypress Lane Family Apartments is now open, offering 70 affordable one-, two-, and three-bedroom homes designed to support stability and long-term housing security for families. The adjacent Cypress Lane Senior Apartments is currently under construction and expected to open in 2027. That 70-unit community will serve adults age 62 and older, with a focus on supporting aging in place through accessible design and proximity to services.
The two properties together comprise the full 140-unit Cypress Lane development, directly addressing what organizers identified as one of Paradise's most pressing post-disaster needs.
Shared Amenities and Resident Services
Across both communities, residents will have access to shared amenities intended to promote connection, health, and quality of life. Those amenities include community rooms, gardens, exercise spaces, playgrounds, walking paths, and onsite laundry facilities. Both properties will also offer resident services programs aimed at supporting long-term housing stability.
The senior community's design incorporates accessibility features intended to support aging in place.
Broader Context
Mercy Housing California has been active across the state in recent months. The organization broke ground on 96 affordable senior homes in Oakland in February 2026, celebrated the grand opening of Pleasant Grove Apartments in Roseville in March 2026, and opened 170 affordable units in San Francisco in November 2025 as part of that city's largest public housing transformation.
The Cypress Lane development comes as Paradise continues to rebuild its neighborhoods, infrastructure, and services following the Camp Fire. The dual-phase project — one community for families, one for seniors — positions Mercy Housing California and CHIP as contributors to the town's long-term recovery, addressing both immediate housing demand and the longer-term need for stable, accessible options for older residents.
As construction on Cypress Lane Senior Apartments proceeds toward its anticipated 2027 opening, the completed family apartment community is already providing housing for Paradise residents seeking to return, rebuild, and remain in the town they call home.
