Minnesota Department of Natural Resources Signs 125,000-SF, 10-Year Lease at Saint Paul's River Park Plaza

The Minnesota Department of Natural Resources has signed a 10-year lease for 124,520 rentable square feet at River Park Plaza, a roughly 330,000-square-foot office building at 10 River Park Plaza in Saint Paul, in one of the largest office leasing transactions the Twin Cities market has seen in years. The deal will consolidate approximately 650 DNR employees at the property, with occupancy targeted for June 2027.
SARA Investment Real Estate, which owns River Park Plaza, was represented by Suntide Commercial Realty brokers Jeff Hart, Kevin Peck, and Jim Kenney. The DNR is expected to relocate from its longtime headquarters at 500 Lafayette Road in Saint Paul, where the agency had been based since 1985.
A Rare Large-Block Requirement in a High-Vacancy Market
The transaction carries particular weight given current conditions in the Twin Cities office market. Downtown Saint Paul vacancy stood at approximately 37% in the first quarter of 2026, well above the broader metro rate. Broader Minneapolis–St. Paul office vacancy figures for the second quarter of 2026 ranged from roughly 20% to 27% depending on the methodology and inventory set used, with availability figures running higher still. Against that backdrop, a long-term government headquarters commitment of this scale represents a meaningful shift in available supply.
The DNR's 124,520 rentable square feet spans 109,228 usable square feet across three floors plus lower-level space at the eight-story, Class A building, which was constructed in 1988. Following the lease, building occupancy is expected to reach approximately 94%. The property's current tenant roster also includes Comcast and the Pioneer Press.
River Park Plaza offered several attributes that narrowed the competitive field for a requirement of this size: large floor plates of approximately 42,805 square feet, roughly 1,450 surface parking spaces, highway and transit connectivity, space suitable for both office and laboratory functions, and proximity to the DNR's existing Saint Paul operations. The building's position along the Mississippi River, with views toward downtown Saint Paul, also aligned with the agency's mission focused on protecting Minnesota's natural resources.
Repositioning Before the Opportunity Arrived
According to Suntide, the groundwork for landing a tenant of this scale was laid well before the DNR's requirement emerged. SARA Investment Real Estate supported a series of capital improvements to River Park Plaza — including a renovated lobby, additional meeting areas, an approximately 4,500-square-foot Sky Lounge, and a rooftop deck with outdoor seating, landscaping, and views of downtown Saint Paul — before any guarantee existed that a major tenant would select the property.
"With a requirement this large, you're not just looking for square footage. You're solving for location, parking, floor plates, infrastructure, amenities, economics and the employee experience at the same time. River Park Plaza gave us the ability to solve those pieces within one property," said Jeff Hart, Senior Vice President and Principal at Suntide Commercial Realty.
SARA Investment Real Estate noted that its focus had been on making investments to strengthen River Park Plaza for the long term. Those improvements helped position the property to compete for a headquarters requirement that few Twin Cities buildings could accommodate.
An Integrated Deal Team Across Brokerage, Design, Construction, and Management
Suntide's brokerage team of Jeff Hart, Kevin Peck, and Jim Kenney worked alongside the firm's property management and construction teams, Archimea Interior Design, and ownership throughout the transaction. That structure allowed questions from the tenant's representatives to move quickly across disciplines without the delays that can accumulate when separate vendors manage each function independently.
"On a deal this complicated, you're going to get questions you can't answer from a leasing brochure. We could walk down the hall or pick up the phone and get property management, construction, design, and leadership involved immediately. That allowed us to solve problems instead of passing them along," said Kevin Peck, Senior Vice President and Principal at Suntide Commercial Realty.
Archimea Interior Design's involvement extended to evaluating existing conditions at the property to identify where materials could be retained, reused, or adapted rather than automatically replaced — an approach that aligned design decisions with both sustainability considerations and the practical realities of outfitting a headquarters for approximately 650 employees.
"A project of this scale doesn't mean everything has to be replaced. Good design starts by understanding what already works. We were able to look at existing conditions through both a design and sustainability lens — identifying opportunities to reuse materials while still creating a workplace that supports the DNR's long-term needs," said Jennifer Noden, Director of Design at Archimea Interior Design.
Suntide's property management team, which had managed River Park Plaza prior to the transaction, brought institutional knowledge of the building's systems, capital improvements, parking, and operations — allowing the deal team to move beyond theoretical answers when questions arose during the process.
Market Implications for Saint Paul's Office Sector
The DNR lease is notable not only for its size but for its term and the creditworthiness of the tenant. A 10-year government commitment removes a large block of space from a downtown Saint Paul market where vacancy has remained elevated and where large, contiguous availabilities have been difficult to fill. The transaction also illustrates the divergence that has emerged between office properties capable of offering significant contiguous blocks with modern amenities and those with fragmented or functionally obsolete space.
River Park Plaza's repositioning — undertaken before the DNR requirement materialized — reflects a broader shift in how competitive office buildings are being marketed. In a high-vacancy environment, the full workplace experience, including shared amenity spaces, outdoor areas, and building infrastructure, has become a more significant factor in large tenant decisions alongside traditional considerations such as location, floor plate size, and parking.
The Minnesota Department of Natural Resources is expected to begin occupying River Park Plaza in June 2027.
