Big V Property Group and The Seitz Group to Break Ground on 355,826-SF Rosamond Town Center in Anna, Texas

ANNA, Texas — Big V Property Group and The Seitz Group will break ground on Rosamond Town Center in Anna, Texas, on June 30, the developers announced June 9. The 355,826-square-foot, open-air center — financed with developer equity, capital from Principal Asset Management and a construction loan from Citizens Bank — is scheduled to begin construction nearly one year ahead of its original timeline.

The groundbreaking ceremony is set for 10 a.m. at the southeast corner of Rosamond Parkway and U.S. Highway 75. Executives from Big V Property Group, The Seitz Group, Principal Asset Management and Citizens Bank are scheduled to attend, along with Anna Mayor Pete Cain.

Project Details and Tenant Lineup

Rosamond Town Center will be anchored by Academy Sports + Outdoors, Aldi, Burlington, EOS Fitness, Hobby Lobby, HomeGoods, PetSmart and T.J. Maxx. The center will also feature several outparcels and specialty stores.

The project is a companion development to Rosamond Crossing, a 175,300-square-foot center on the same corridor anchored by Kroger, which is currently under construction, with Bank of America and McDonald's about to begin construction. Together, the two centers will form part of a 750,000-square-foot retail complex in Collin County being developed by Big V Property Group, The Seitz Group and Principal Asset Management.

Capital Stack and Institutional Backing

Rosamond Town Center is being financed with a combination of developer equity, financing from Principal Asset Management and a construction loan from Citizens Bank. The involvement of Principal Asset Management extends an existing relationship between the two firms.

"Our recent acquisition of Fairfield Town Center in metro Houston was with a fund managed by Principal Asset Management, and we're delighted to extend our relationship with them through this Dallas project," said Bryan Kallenberg, Vice President of Capital Markets for Big V Property Group.

Colin Frye, Investment Director of Asset Management at Principal Asset Management, said the firm's prior collaboration with Big V informed the decision to participate in the Anna development. "Based on Big V's expertise in retail, and our successful work with them on acquiring Fairfield Town Center, we're pleased to collaborate on this project," Frye said. Citizens Financial Group, Inc., the parent of Citizens Bank, reported $227.9 billion in assets as of March 31, 2026, and is headquartered in Providence, Rhode Island.

A First Ground-Up Development for Big V

The Anna projects represent Big V Property Group's first ground-up developments. The Charlotte, North Carolina-based firm, which has operated for more than 80 years, owns and manages 23 shopping centers and describes itself as a vertically integrated, family-run company with expertise in asset management, property management, outparcel development and leasing.

Big V already operates six properties in Texas: The RIM and Alamo Ranch in San Antonio, Glade Parks in Euless, Deerbrook Marketplace in Humble, Fairfield Town Center in Cypress and Southpark Meadows in Austin.

"Our strategy as we acquire and redevelop properties around the United States has been to reinvest in their infrastructure and bring in the tenants that consumers want and need today," said Kenton McKeehan, President and Chief Investment Officer of Big V Property Group. "Working with Eric Seitz, we are employing the same leasing, management and operations expertise to this new project, that will create a dense core of retail to serve Anna and surrounding communities."

The Seitz Group, based in the Dallas-Fort Worth area, has developed 51 retail shopping centers totaling 8.8 million square feet over its 33-year history. The firm's development process spans pre-development market and site analysis, design, financing, construction management and leasing.

"That we are breaking ground on Rosamond Town Center less than one year after beginning construction on our Southeast project is a testament to the need for more quality retail in Anna, and especially on the Interstate 75 corridor," said Eric Seitz of The Seitz Group. Anna and Collin County Growth Context

The developers cited population growth as a key driver of the project's timing. According to the U.S. Census Bureau, Anna was recently ranked the fifth-fastest-growing U.S. city with a population of 20,000 or more. Three neighboring cities — Celina, Princeton and Melissa — ranked first, third and fourth, respectively.

Collin County, where the centers are located, recorded population growth of approximately 12% from 2020 to 2023, reaching nearly 1.2 million residents. Projections cited by the developers suggest the county's population could double by 2060, equaling the current population of the city of Houston. The median household income in the area is cited at $117,000.

Anna Mayor Pete Cain expressed support for the development. "It is so exciting to have these important retailers coming so close to home, creating convenience and economic opportunity for our community," Cain said. "Working with Big V and The Seitz Group has been a pleasure and we are looking forward to opening day."
