MILLCREEK, Utah — BlueLine and the Community Development Corporation of Utah (CDCU) held a ribbon cutting ceremony Feb. 14, 2026, for Howick Apartments, a 150-unit affordable housing development in Millcreek, Utah. The project marks the second collaborative development between the two organizations in the region.

Project Overview: New Apartment Homes for Low- and Moderate-Income Residents

Howick Apartments delivers 150 new apartment homes across a mix of one-, two-, three-, and four-bedroom floor plans. Units are reserved for households earning between 30% and 60% of the Area Median Income (AMI).

According to BlueLine, the development was built in 2025 and began welcoming residents ahead of the formal ribbon cutting ceremony.

Howick Apartments Represents Second Collaborative Project Between BlueLine and CDCU

BlueLine announced that Howick Apartments represents their second collaborative project with CDCU in the region, building on an existing partnership focused on expanding affordable housing supply. No transaction price, loan amount, or cap rate was disclosed in connection with the development announcement.

BlueLine Expands Affordable Housing Pipeline Across Mountain West

The Howick ribbon cutting coincides with a period of active deal activity for BlueLine. On Feb. 17, 2026, the firm announced that 14–4 Apartments in North Dakota had been awarded Low-Income Housing Tax Credits (LIHTC) by the North Dakota Housing Finance Agency (NDHFA). That same day, BlueLine disclosed that Gem City Apartments in Wyoming received a LIHTC allocation from the Wyoming Community Development Authority (WCDA). In January 2026, Emeril Apartments in Salt Lake City was awarded an allocation of Tax Exempt Bond Cap, with plans to deliver 135 family apartment units.
