BlueLine Secures LIHTC Allocation for 58-Unit Senior Affordable Housing Community in Laramie, Wyoming

BlueLine has secured a Low-Income Housing Tax Credit (LIHTC) allocation from the Wyoming Community Development Authority (WCDA) for Gem City Apartments, a planned 58-unit senior affordable housing community in Laramie, Wyoming, the firm announced. The project will serve residents aged 55 and older earning between 30% and 60% of Area Median Income (AMI) and marks the developer's second affordable housing community in the city.

Gem City Apartments will offer one- and two-bedroom units designed to provide accessible and sustainable housing for low-income seniors. As part of the development, BlueLine partnered with the U.S. Department of Veterans Affairs to designate four units with a veteran preference, prioritizing housing access for former service members in the Laramie market.

The firm did not disclose a construction start date, total development cost, or financing structure at the time of announcement. Construction and project updates are expected to be shared as development progresses, according to BlueLine.

BlueLine's Affordable Portfolio

Gem City Apartments represents BlueLine's second affordable housing development in Laramie, reflecting the firm's continued investment in the Wyoming market. The company is also currently leasing units at Sagebrush Flats, a new apartment community in Rapid City, South Dakota, and recently announced a separate LIHTC award for 14–4 Apartments in North Dakota from the North Dakota Housing Finance Agency (NDHFA). BlueLine also celebrated the ribbon cutting of Howick Apartments, a 150-unit affordable housing community in Millcreek, Utah, in February 2026.

The WCDA, the VA, and BlueLine's project partners were acknowledged by the firm in connection with the tax credit award. No financial terms, equity structure, or timeline for construction completion were disclosed.
