Canada Mortgage and Housing Corporation Backs $35M+ Seniors' Residence Development in Vulcan, Alberta
VULCAN, Alberta, Sept. 9, 2026 — The federal government, the Government of Alberta, the Town of Vulcan, and the Marquis Foundation have announced more than $35 million in combined funding for a new 62-unit seniors' residence in Vulcan, Alberta, marking one of the final commitments under the now-closed Affordable Housing Fund administered by Canada Mortgage and Housing Corporation.
The project, located at 451 Elizabeth Street, will replace the aging Peter Dawson Lodge currently operated by the Marquis Foundation. Construction is scheduled to begin in late September 2026, with the facility expected to open in 2028.
Capital Stack and Financing
The total funding commitment of more than $35 million for 62 units implies a cost of roughly $565,000 per unit — a figure that reflects rural construction logistics, full-service lodge design requirements, and elevated institutional build costs. The capital stack is composed entirely of public and non-profit sources.
Canada Mortgage and Housing Corporation is providing $23.4 million through the Affordable Housing Fund, structured as low-interest and/or forgivable loans and contributions. The Government of Alberta is contributing $8.3 million, linked to the province's Seniors Lodge Modernization Program. Surrounding municipalities are contributing $1.4 million in cash, with the Town of Vulcan adding $143,000 in-kind and Vulcan County contributing $141,000 in-kind. The Marquis Foundation, the non-profit operator that will run the new facility, is providing $1.7 million.
The structure illustrates how deeply subsidized, grant-like capital and concessional debt are replacing market-rate financing for rural seniors housing — insulating projects from the cap-rate and pro forma constraints that would otherwise make a small-market lodge difficult to underwrite using private capital alone.
Development Details
The new three-storey building will contain 43 studio suites, 15 one-bedroom suites, three two-bedroom suites, and one one-bedroom guest room, for a total of 62 residential units. The building will be situated adjacent to the Vulcan Community Health Centre.
The project has been designed around aging-in-place principles. All common areas and bathrooms will be barrier free, and doorways and hallways will be wide enough to accommodate wheelchairs. The facility will include full-time integrated support and services for tenants. Sixty-eight parking stalls are planned.
The new lodge is a modernization and capacity-maintenance project, replacing the existing Peter Dawson Lodge rather than representing purely net-new supply. The Marquis Foundation, which currently operates Peter Dawson Lodge and self-contained seniors housing units within Vulcan County, will operate the new facility.
Affordable Housing Fund Wind-Down and Build Canada Homes Transition
The Vulcan announcement is among the final commitments under the Affordable Housing Fund, a $16.1 billion program under the National Housing Strategy. As of June 2026, the Government of Canada had committed approximately $15.83 billion through the AHF to support the creation of more than 61,922 units and the repair of more than 173,560 units. The AHF application portal is now closed, with all funding committed.
The federal government has launched Build Canada Homes as the successor vehicle for affordable housing investment, working with provinces, territories, municipalities, and Indigenous communities. A $1.5 billion top-up in loans for the AHF's New Construction Stream was announced on September 19, 2025 to support the creation of more than 5,000 new units beginning in 2025–26, alongside an acceleration of $385 million from the AHF's Rapid Housing Sub-Stream.
Government Officials and Community Partners
The announcement was made by Stephanie McLean, Secretary of State, Seniors, on behalf of Gregor Robertson, Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada. Thomas Grant, Mayor of the Town of Vulcan; Jason Scheinder, Reeve of Vulcan County; and Kelly Nelson, Chair of the Marquis Foundation, also participated in the announcement.
"This project will help seniors stay in their community, remain close to their families, and age with dignity," McLean said on behalf of Robertson. "For older persons living in Vulcan, it is another step forward in our bold, ambitious plan to build Canada strong."
Nelson, speaking on behalf of the Marquis Foundation, described the project's financing structure as central to its viability. "Through the Canada Mortgage and Housing Corporation, we are accessing critical federal housing programs and financing that make this project viable," Nelson said. "Our local municipalities — the Town of Vulcan, Vulcan County, and surrounding villages — have been essential partners, providing funding and on-the-ground support. This lodge is a true example of how federal, provincial, and municipal governments can work together with community organizations to deliver tangible results for seniors in rural Alberta."
Alberta's government also issued a statement framing the investment in terms of provincial seniors policy. "Alberta's seniors built the communities and province we are proud to call home. Our government is taking action to ensure they can age with dignity, close to family, friends and the supports they rely on."
