GLP Group has signed a strategic cooperation agreement with the Ulanqab Government to jointly develop multi-gigawatt hyperscale digital infrastructure in Inner Mongolia, the company announced July 10, 2026. The planned development area spans approximately 1.33 million square meters and will be delivered in phases, with the project designed to support high-density AI and cloud computing workloads powered by renewable energy.

Project Scope and Development Framework

The agreement establishes what GLP describes as a scalable development pipeline for its digital infrastructure platform. The project will adopt an integrated energy model intended to enable efficient local consumption of renewable power and support high-density infrastructure for hyperscale and AI workloads. Specific phasing schedules, capital expenditure figures, land costs, and per-phase megawatt targets were not disclosed in the announcement.

GLP said it will deliver the project through four integrated capabilities: infrastructure development and delivery, data center platform and operations, energy integration, and fund management. The company cited more than 20 years of experience and over 40 million square meters of logistics and industrial development as foundational to its ability to source land, secure entitlements, and deliver large-scale projects.

Why Ulanqab: Renewable Energy, Climate, and Location

Inner Mongolia has emerged as a strategic hub for large-scale data center deployment in China, driven by abundant renewable energy resources, strong policy support, and a naturally cool climate that reduces power consumption for cooling. Ulanqab is situated in proximity to northern demand centers including Beijing. The region's climate supports operating efficiency for energy-intensive workloads, according to GLP's announcement.

Major technology companies including Tencent, Alibaba, Huawei, and Apple have established or announced data center investments in Inner Mongolia, according to GLP's announcement.

GLP's Digital Infrastructure Platform

As of December 31, 2025, GLP China reported approximately 1.4 gigawatts of secured IT capacity across its digital infrastructure platform, along with approximately 1.3 gigawatts of renewable capacity under management. The company said its platform currently serves hyperscale and enterprise customers with AI and cloud workloads.

GLP's broader China portfolio comprises 50 million square meters of logistics and industrial space under management, including approximately 40 million square meters in operation across 70 cities, serving more than 2,500 customers. The company said its logistics development experience — including supply chain management and prefabricated construction — transfers directly to large-scale data center campus delivery.

On the capital formation side, GLP said it will leverage its globally integrated fund management platform, which deploys capital through private funds and real estate investment trusts, to mobilize long-term institutional capital for the phased development of the Ulanqab campus.

Transaction Context

The announcement does not include a financial commitment figure, a construction start date, or a completion timeline, reflecting the early-stage, framework nature of the cooperation agreement. The Ulanqab Government is identified as a capital partner in the venture.
