Jefferson Apartment Group, Invesco Refinance 190-Unit J Harbor Park in Reston Through Oaktree Capital
Jefferson Apartment Group (JAG) announced Oct. 19 the refinancing of J Harbor Park at North Point, a 190-unit garden-style apartment community at 11410 Esplanade Drive in Reston, Virginia. The financing was provided by Oaktree Capital, with support from CBRE, and JAG's partner on the asset, Invesco Real Estate, remains in the ownership group.
The firm said the refinancing secures long-term capital stability while supporting continuing capital improvements and operations at the property, which is located in Reston's Dulles Tech Corridor.
Jefferson Apartment Group and Invesco Retain Ownership of J Harbor Park
JAG and Invesco Real Estate acquired the property, built in 1997, in September 2021 for $65 million, or roughly $342,105 per unit. The partners remain owners of the community, formerly known as The Apartments at Harbor Park.
JAG said significant unit and amenity upgrades, along with operational enhancements, have positioned the asset for new financing. The deal is categorized as a value-add investment strategy.
"This refinancing represents a significant milestone for J Harbor Park at North Point and underscores the strength of its financial position," said James Duncan, JAG CFO and Partner. "Since acquiring the asset in 2021, we've remained focused on enhancing the resident experience through strategic upgrades while preserving the tranquil character of this community. This new capital structure enables us to execute our long-term vision in the highly competitive Reston market."
Oaktree Capital Financing Supported by CBRE
The refinancing was completed through Oaktree Capital, with CBRE supporting the transaction. Because the owners are refinancing rather than selling, JAG and Invesco retain their position in the asset while extending their investment horizon and funding the remaining repositioning program.
The transaction reflects a broader environment in which apartment owners are seeking longer-term capital while managing higher borrowing costs and uncertain asset values.
Property Upgrades and Amenities
J Harbor Park sits on a 10-acre wooded site adjacent to Baron Cameron Park and a 10-minute walk from Lake Newport. The community offers one-, two- and three-bedroom apartments, with floor plans ranging from approximately 705 to 1,513 square feet.
Under JAG's ownership, apartment renovations have included luxury plank flooring and upgraded kitchens and bathrooms with quartz countertops. Units also feature stainless steel appliances, built-in pantries, full-size washers and dryers, and private patios or balconies, with gas fireplaces on upper floors. Roughly 40 percent of units have been upgraded to date, leaving the remainder available for future renovation.
The clubhouse has also been upgraded and includes a resident lounge with a full entertainment kitchen, a 24/7 fitness center and a screened indoor-outdoor sunroom. Outdoor amenities include a swimming pool with a sundeck, a picnic area with grilling stations and a car wash area.
Reston Location and Market Backdrop
The property is less than 3 miles from Reston Town Center and the Silver Line Metro, and less than 2 miles from North Point Village Center, which has restaurants and retail. Nearby technology-sector growth and major employers including Google, Facebook, Microsoft and Amazon Web Services have been cited as investment drivers for the area.
Reston's rental market remains relatively expensive but showed signs of moderation in 2026. Median rent in the area is approximately $2,800 per month, down 3.51% year over year, while rental listings rose 12.74% over the same period. The combination points to added competitive pressure, in which renovation quality and operating execution carry more weight.
The broader Northern Virginia commercial-property picture is mixed. Office vacancy reached 24.0% in the first quarter of 2026, and new office leasing totaled 530,000 square feet, down from 1.1 million square feet in the prior comparison period. Office conditions do not directly determine apartment fundamentals, but they can influence employment sentiment and investor underwriting in technology-oriented submarkets.
About the Firms
JAG is a full-service real estate firm specializing in luxury and attainable multifamily and mixed-use investments on the East Coast. It is headquartered in McLean, Virginia, with regional offices in Boston, Philadelphia, Charlotte and Orlando, and provides property management through JAG Management Company.
Invesco Real Estate, part of Invesco Private Markets, had $86.3 billion in real estate assets under management, 596 employees and 21 regional offices across the U.S., Europe and Asia Pacific as of Dec. 31, 2025. It is a business name of Invesco Advisers, Inc., an indirect, wholly owned subsidiary of Invesco Ltd.
Outlook
With about 60 percent of units not yet renovated, the property may retain additional value-creation potential. The new financing is intended to support that continuing capital program as JAG and Invesco compete in a Reston market where supply has increased and asking rents have softened.
