Stream Realty Partners Plans 2,053-Space Parking Garage at Houston Center Downtown Campus

Stream Realty Partners and its joint venture partner are moving forward with plans to develop a 12-level, 2,053-space parking garage at Houston Center, the 4.6-million-square-foot mixed-use office campus in Downtown Houston. The firm announced Aug. 10 that it has acquired Block 95, a full city block at 1215 Walker St., to accommodate the structure.

The site is bounded by Walker Street, Rusk Street, Caroline Street, and San Jacinto Street. The planned garage will include a skybridge connection to One Houston Center, electric vehicle charging stations, and a parking guidance system. Groundbreaking is anticipated in 2027.

Parking Ratio and Tenant Flexibility

The new structure is designed to bring Houston Center's parking ratio to approximately 2.0 spaces per 1,000 square feet across the campus over the long term, with the flexibility to offer higher ratios for select tenants. Stream said the expanded capacity is intended to support the long-term parking needs of existing tenants while providing greater flexibility in future leasing discussions.

Beyond raw capacity, the garage is designed with full-size parking stalls, wider drive aisles, enhanced lighting, upgraded security features, modern finishes, and intuitive wayfinding — operational details the firm says are meant to reflect the quality of the broader Houston Center campus.

Part of a Phased Campus Evolution

Stream Realty Partners acquired the 4.6-million-square-foot Houston Center campus in 2025. The planned parking garage represents what the firm describes as the next phase in the campus's ongoing evolution following that acquisition.

Ramsey March, Executive Managing Director and Partner, and Blake Bell, Senior Director, of Stream's Development Services team will oversee the development and execution of the project. John Rogers, Executive Managing Director and Partner, and Alex Roberto, Senior Vice President, of Stream's Investment Management team will provide day-to-day oversight of the investment strategy and business plan under the leadership of Chief Investment Officer Adam Jackson. Ryan Barbles, Managing Director over the Houston Office team, and Managing Director Matt Asvestas will continue to lead leasing efforts for Houston Center on behalf of the ownership venture.

Market Context: Amenities and Infrastructure as Competitive Tools

The garage project reflects a broader trend in commercial real estate, where office landlords are directing capital toward targeted infrastructure upgrades rather than speculative new development. In a market where tenants are increasingly selective, parking capacity and quality have become meaningful factors in leasing decisions — particularly in downtown locations where parking constraints can shape tenant choices.

The inclusion of EV charging stations and a parking guidance system aligns with a wider 2026 push toward smart building infrastructure across the commercial real estate sector. Office investment activity is also recovering broadly, with CBRE projecting U.S. commercial real estate investment to rise 16% in 2026 to approximately $562 billion, and J.P. Morgan noting that office demand is bouncing back in select metropolitan areas.
