Taoyuan Aerotropolis Corporation Launches NT$54.5 Billion Asia Silicon Valley Mixed-Use Development Tender

Taoyuan Aerotropolis Corporation formally announced a public tender on August 28, 2026, for the Asia Silicon Valley Innovation and R&D Center and Surrounding Land Integrated Development project, a large-scale mixed-use scheme in Taoyuan City, Taiwan, carrying an estimated total development value of approximately NT$54.5 billion, or roughly US$1.7 billion.
Project Scope and Site Composition
The tender encompasses two adjacent land parcels totaling 5.57 hectares in the Qingpu area of Zhongli District, near the Airport MRT A19 Taoyuan Sports Park Station. The site is approximately 17 minutes from Taoyuan International Airport via the metro line.
The industrial base, designated as a 產二 (Type 2 Industrial) zone, spans approximately 3.81 hectares. Bidders are required to dedicate at least 60 percent of the industrial base's floor area to qualifying industrial uses, including corporate headquarters, research and development centers, innovation laboratories, and industry offices. The winning developer must also maintain ongoing industry tenant recruitment and operations, along with public interest facilities and public parking.
The residential base covers approximately 1.76 hectares and is designated for international business and lifestyle services. A mandatory five-star hotel component is required on the residential parcel, with a minimum of 200 guestrooms and at least 8,000 ping — approximately 26,446 square meters — of floor area. The hotel must remain in operation for at least 15 years following receipt of its hotel license, providing business reception, meetings, lodging, food and beverage, and related services. The residential component alone carries an estimated value of more than NT$20 billion.
Tender Timeline and Submission Requirements
The solicitation period runs from August 28, 2026, through January 25, 2027. A bidder information session is scheduled for September 17, 2026. Prospective applicants with questions about the tender must submit written inquiries to Taoyuan Aerotropolis Corporation no later than September 24, 2026; written responses will be issued by October 15, 2026.
Completed application documents must be delivered to Taoyuan Aerotropolis Corporation's offices at 2F, No. 286, Section 1, Gaotie Zhanqian West Road, Zhongli District, Taoyuan City, by 5 p.m. on January 25, 2027, via registered mail, courier, or in person. Late submissions will not be accepted, and applications may not be withdrawn once filed.
A qualification review is scheduled for January 26, 2027, at 2 p.m. at the Taoyuan Aerotropolis Corporation conference room at the same address. Selection of a preferred bidder is expected in February 2027, with contract signing anticipated in March 2027.
Bid Bond and Financial Commitments
Each applicant is required to submit a bid bond of NT$870,355,000. The bond may be paid through one of several accepted instruments, including a bank-issued promissory note, check, or guaranteed check; a postal money order issued and guaranteed by Chunghwa Post Co., Ltd.; a letter of guarantee from a domestic bank; or a time deposit certificate with a pledged security interest. Proof of payment must be attached to the application documents.

Taoyuan Aerotropolis Corporation is accepting bids from individual companies or consortia of two to five firms. The organizer is targeting teams with demonstrated experience in finance, development, and operations, with particular emphasis on large-scale development, long-term operations, and the ability to support industry clustering in artificial intelligence and advanced technology sectors.
The project is situated within the broader Taoyuan Aerotropolis development zone, which covers roughly 4,564 hectares across Dayuan and Luzhu districts — Taiwan's largest land development initiative centered on Taoyuan International Airport. The Asia Silicon Valley Innovation and R&D Center building itself is cited in design documentation at approximately 77,840 square meters of floor area, serving as the anchor for the surrounding integrated development.
