Portman Holdings has completed The Hall, a purpose-built student housing community adjacent to Florida State University in Tallahassee, Florida, delivering 191 fully furnished apartments and 674 beds across two mid-rise buildings in time for the fall 2026 semester.

The development sits directly across from Legacy Hall, the new home of the FSU College of Business, positioning residents within close proximity to one of the university's most active academic hubs. Residents began moving in ahead of the fall semester, the firm announced Aug. 26.

Project Details and Joint Venture Structure

The Hall was developed through a joint venture formed in 2024 among Portman Holdings, 908 Group, Canyon Partners Real Estate, and PTM Partners. The JV secured a $73.3 million senior construction loan from Pacific Life Insurance Company to finance the project, which was designated as a Class A development within a qualified opportunity zone.

The two mid-rise buildings offer fully furnished residences alongside collaborative study spaces and amenity programming designed to support both academic and community life. The project's original program also included approximately 452 parking spaces and ground-floor retail space.

Strategic Positioning in the FSU Market

The Hall's completion comes as Florida State University continues to expand its academic and residential footprint. FSU is among the universities with the largest student housing pipelines under construction nationally, with thousands of beds in various stages of development in the Tallahassee submarket. The university itself approved a $301 million housing, dining, and parking package in 2026 that includes a 1,200-bed residence hall and a 930-space garage, underscoring continued institutional demand for student accommodation near campus.

The Hall's adjacency to the FSU campus and its proximity to the College of Business reflect a location strategy common in purpose-built student housing: premium walkability and amenity positioning aimed at capturing demand from students seeking off-campus alternatives close to academic facilities.

National Student Housing Market Context

The project is being delivered into a student housing sector that has maintained strong occupancy nationally. Estimated occupancy for the 2025–2026 academic year reached approximately 95.1%, with preleasing at 94.5% as of September, reflecting demand that has kept many properties effectively full before classes begin.

On the supply side, purpose-built student housing deliveries nationally declined sharply in recent years. More than 38,000 beds were delivered in 2024, but that figure was expected to fall to roughly 22,000 in 2025 — a decline of approximately 42% — a dynamic that analysts have said could support occupancy and rent growth at newly delivered properties.

Portman Holdings, which focuses on student housing development adjacent to tier-1 flagship universities, reports approximately $5 billion in assets under management.

Outlook

With move-ins underway, leasing velocity and achieved rents at The Hall will be closely watched as indicators of how the project performs against a competitive FSU-area market that includes both private developers and the university's own expanding housing program.
