SJP Properties, Claremont Development and Battery Global Advisors Top Out The Lucy, a 444-Unit Jersey City Tower

JERSEY CITY, N.J. — SJP Properties, in partnership with Claremont Development and Battery Global Advisors, announced Oct. 21 that The Lucy, a new luxury residential tower at 619 Grove St. in Jersey City, has topped out. The building includes 444 apartments and a full suite of amenities. Construction is expected to be complete in 2028.
The 24-story glass tower rises above restored portions of the site's original St. Lucy's Roman Catholic Church, rectory and school. PCCP is the project's equity partner.
Development Team and Project Details
The Lucy is being developed jointly by SJP Properties, Claremont Development and Battery Global Advisors, with PCCP as equity partner. The building was designed by Michael Graves Architecture, with interiors by Mary Cook Associates. KL Masters Construction Company is leading construction, and DeSimone Consulting Engineering serves as structural engineer.
Of the 444 apartments, 431 are market-rate and 13 are affordable. Each home will feature quartz countertops, premium fixtures, solar shades and top-brand appliances. The project is located in the Jersey Avenue Light Rail redevelopment zone and sits near Interstate 78 and New Jersey Route 139, which connect Jersey City's Horseshoe section to Lower Manhattan, 3 miles east. The Hoboken and Newport train stations are nearby, as are retailers including Target, Best Buy, Macy's, JCPenney and Kohl's.
Statements From SJP Properties, PCCP and Claremont Development
"We believe The Lucy will deliver a distinctive residential experience to Jersey City and with the building now topped out, we are one step closer to opening the doors," said Steven J. Pozycki, founder and CEO of SJP Properties. "This development seamlessly blends luxury living with the character of St. Lucy's historic structure. By preserving its legacy and introducing exceptional new homes and amenities, The Lucy is expected to serve Jersey City as it continues to grow."
"PCCP is excited to deliver new construction multifamily rental housing while honoring the architecture of the St. Lucy's Church and the history of the neighborhood," said PJ Finley, a vice president with PCCP. "We look forward to welcoming residents upon opening."
"The Lucy promises to be at the forefront of Jersey City's residential offerings," said Richard Sciaretta, partner of Claremont Development. "Enshrining the legacy of St. Lucy's historic structure was a priority for the development team, and we are proud to honor that while delivering hundreds of state-of-the-art apartments to one of the most dynamic housing markets in the region."
Historic Preservation at the St. Lucy's Site
The project required extensive preservation work, which began in September 2025. The original church complex closed in 1985. The new tower rises above the facades of the early 1900s brick and brownstone masonry, and stained-glass windows are being incorporated into the lobby. Other preserved elements include the church doors, which will continue to serve as the main entrance, the iron fence, the tower bell and the facade of two historic walls.
The Lucy follows an earlier phase of redevelopment at the former St. Lucy's property. A 165-bed transitional housing facility, developed with the Archdiocese of Newark and Catholic Charities, was completed in 2023.
Amenities
Indoor amenities include a resort-style lobby, fitness center, dog grooming room, media and game room, multiple lounges with fireplaces, and coworking and conference rooms. Outdoor offerings include a rooftop pool, sky lounge, sundeck with barbecue grills and a penthouse bar, along with views of the city skyline. Other spaces include a bell-tower speakeasy and hydroponic garden, a coffee bar, a grab-and-go market, bicycle storage and shuttle service to the PATH.
Northern New Jersey Multifamily Context
Northern New Jersey saw 6,355 units of new multifamily construction in the first half of 2026, down 8.8 percent from the same period in 2025 but double the volume recorded in 2024, according to Yardi Matrix. Construction starts rose 85 percent year-over-year to 4,489 units, bringing the number of apartments underway to more than 24,500.
Other Northern New Jersey developments include Namdar Group's Park Tower, a mixed-use project with 944 market-rate apartments, 105 affordable units, 30 extended-stay hotel guestrooms and retail space. Urby and Rockpoint are developing 201 Hudson, a 748-unit community within a planned three-tower waterfront residential project. Within 2 miles of The Lucy, Myneni Properties' Imperial Tower is slated to include 542 apartments, retail space and a Marriott-branded hotel.
