Starlight Investments Closes £680 Million UK BTR Fund II, Backed by Homes England, for 6,000-Home Pipeline

Starlight Investments has announced the successful close of its Starlight UK BTR Fund II, reaching £680 million in capital commitments alongside ancillary investment vehicles. The Toronto-based real estate investment and asset management firm said the fund will support the acquisition and delivery of more than 6,000 build-to-rent homes across the United Kingdom, with three major communities already under construction in Manchester and Basildon.

Fund Structure and Investor Base

Fund II attracted participation from a diverse group of global institutional investors spanning Europe, Asia-Pacific and Canada, including both existing limited partners and new investors. Among the commitments, Homes England's National Housing Bank provided a cornerstone equity commitment earlier in 2026, formally connecting the fund's strategy to the UK government's broader housing delivery agenda.

The National Housing Bank, a subsidiary of Homes England, carries up to £16 billion in public financial capacity — encompassing debt, equity and guarantees — with a mandate to crowd in institutional capital and support housing delivery in undersupplied markets. Homes England and the National Housing Bank together aim to support more than 500,000 homes and unlock approximately £53 billion of private investment over the next decade, placing Starlight's fund within a larger national capital mobilisation effort.

Anchor Assets: Manchester and Basildon Communities

Fund II is partially deployed, anchored by three build-to-rent communities acquired through a forward-funding arrangement with developer Renaker for more than £500 million. The three communities total 1,541 homes across two Manchester towers and one Basildon community, all currently under construction.

The first Manchester community is a 60-storey residential tower with 532 suites situated in the Castlefield conservation area on the bank of the River Irwell. The second Manchester community is a 40-storey residential tower with 517 suites located in Manchester's Greengate neighbourhood, an area undergoing significant regeneration. Together, the two Manchester towers account for 1,049 homes in the city core. The third community, comprising 492 units, is located in Basildon and forms part of Starlight's expansion into key London commuter belt markets.

All three properties are described as incorporating high-efficiency lighting, solar panels, EV chargers and extensive amenity packages.

Platform Scale and Strategic Outlook

Starlight's broader UK platform now spans 12 build-to-rent communities across stages ranging from development through to active leasing and operations. The firm said its growing portfolio is focused on major regional cities and London commuter belt markets experiencing pronounced rental housing undersupply.
