Starlight Investments Delivers 256 Rental Units at The District in Langford, B.C.

LANGFORD, B.C. — March 12, 2026 — Starlight Investments has completed and opened the first two residential buildings at The District, a master-planned rental community in Langford, British Columbia, the company announced. The Gallery and The Exchange, the initial two buildings, introduce 256 new rental homes to the market as British Columbia continues to grapple with a persistent rental housing shortage.
Once fully completed later this year, The District will deliver 597 purpose-built rental suites across four distinct residential buildings, according to Starlight.
Project Overview
The District is designed as a complete neighbourhood, bringing together multiple residential buildings, shared amenities, green space, and future commercial uses within a walkable, transit-connected setting, according to the company.
"Delivering the initial residences at The District reflects our ongoing commitment to meaningfully increasing new housing supply in growing communities across British Columbia," said David Woo, Vice President of Development for Western Canada at Starlight Investments. "As demand for attainable, long-term rental homes continues to grow, we are proud to be introducing thoughtfully designed suites and community-focused amenities in the heart of Langford."
The four buildings — The Gallery, The Exchange, The Foundry, and The Hub — each carry a distinct identity intended to reflect familiar building types found in established urban neighbourhoods, according to Starlight.
Unit Mix and Amenities
The District offers studio, one-bedroom, and two-bedroom layouts. Each suite includes private balconies or patios, in-suite laundry, air conditioning, energy-efficient appliances, and contemporary finishes. Smart home features — including smart thermostats and keyless entry — are also included, according to the company.
When fully complete, the community will offer fitness and wellness spaces, co-working areas, indoor and outdoor social lounges, and rooftop terraces, Starlight said.
Situated near scenic walking trails and Florence Lake, the site provides access to Belmont Market, Westshore Town Centre, Victoria International Airport, and the Swartz Bay ferry terminal. Downtown Victoria is approximately 20 minutes away, the company noted.
Starlight's Broader British Columbia Activity
The District is part of Starlight Investments' ongoing development activity across British Columbia and Canada. Starlight is a privately held owner, developer, and asset manager of more than 70,000 multi-residential suites and over seven million square feet of commercial property, with approximately CAD $30 billion in assets under management, according to the company.
"Over the past year, Starlight has announced the completion of over 500 new rental homes across Vancouver Island, with a development pipeline positioned to deliver thousands of purpose-built rental suites across Canada in the decade ahead," Woo added.
The company said The District was developed in collaboration with the provincial government and local stakeholders. Starlight has multiple communities currently under development across the province, according to the announcement.
