Trammell Crow Company, Clarion Partners Break Ground on 560,673-SF Final Phase of Manassas Logistics Center
Trammell Crow Company (TCC) and joint venture partner Clarion Partners have broken ground on the third and final phase of Manassas Logistics Center in Prince William County, Virginia, the firms announced. Phase III will include four speculative warehouse buildings totaling 560,673 square feet, bringing the park to eight buildings and more than 1.2 million square feet. A construction loan for the phase was provided by Regions Bank, and delivery is scheduled for winter 2027.
Manassas Logistics Center Phase III: Project Details
The development is located on Golf Academy Drive, just west of Old Town Manassas and Prince William Parkway. The four Phase III buildings will range from 69,000 to 205,000 square feet. Each will be rear- or front-loading, with clear heights between 32 and 36 feet and building depths between 150 and 260 feet. Each building will have vehicle parking and numerous truck stalls.
McCloud Builders will serve as general contractor, and MGMA designed the project. Clarion Partners said the buildings will achieve LEED certification through its LEED Volume program. CBRE is marketing each building for lease, with Bob Gibbs of CBRE leading leasing efforts.
Developer and Investor Comments
"We're excited to kick off the final phase of Manassas Logistics Center," said Chris Rodriguez, Managing Director with TCC MidAtlantic. "Tenant demand has been strong throughout the development cycle on this project. We're happy to have met the market and anticipate bringing more best-in-class warehouse space to Northern Virginia."
Elliott Byers, Managing Director at Clarion Partners, said: "This project reflects Clarion's continued focus on investing in high-barrier-to-entry markets alongside quality partners like TCC. The next four buildings will feature market-leading specifications and achieve LEED certification through Clarion's LEED Volume program, reinforcing our commitment to sustainable development and long-term value creation."
Earlier Phases and Leasing Status
Phase I, delivered in 2023, totals 333,720 square feet across two buildings and is fully leased. Phase II, delivered in September 2026, comprises two buildings totaling 320,754 square feet and is 75% leased. Building 3, at 134,512 square feet, is fully leased, while 79,640 square feet remains available in Building 4. Combined with Phase III, the park totals 1,215,147 square feet across eight buildings.
Northern Virginia Industrial Market Context
The groundbreaking comes as Northern Virginia industrial fundamentals show limited vacancy and a thin construction pipeline. CBRE reported 266,000 square feet of net absorption in the third quarter of 2026, a 3.9% vacancy rate and average asking rents of $18.10 per square foot. Completions totaled 283,000 square feet in the quarter, and 61% of newly delivered space remained available. Only one project remained under construction after those deliveries.
Cushman & Wakefield recorded vacancy of 5.0% overall and 4.7% for warehouse and distribution space, along with 695,600 square feet of new leasing in the quarter, including 563,900 square feet of warehouse and distribution leasing. Manassas accounted for 199,500 square feet of quarterly leasing activity, behind Springfield/I-95 but ahead of several other Northern Virginia corridors. Warehouse and distribution asking rents averaged $18.61 per square foot, and overall asking rents were $18.73 per square foot, up $1.31 per square foot from the prior quarter.
Stream Realty's midyear 2026 data put Manassas/I-66 asking rents at $17.23 per square foot on a triple-net basis and vacancy at 4.4%, identifying the submarket as the region's rent-growth leader. Data center expansion has also affected the market: Northern Virginia has accounted for nearly 40% of U.S. data center permit activity since 2022, and more than 3.3 million square feet of newer industrial space has been absorbed across the Washington, D.C., region over the past year.
Outlook for the Final Phase
Phase III is being built speculatively and will deliver into a market where newly completed space is still leasing up. TCC and Clarion Partners are proceeding after fully leasing Phase I and reaching 75% leasing in Phase II. The four buildings, ranging from roughly 69,000 to 205,000 square feet, are intended to accommodate a range of user sizes.
